ConceptIntroduction
State Raffle ticket Sales have been consistently decreasing in recent years.
This is predominantly attributed to: population attrition (since Raffles appeal
predominantly to older demographic profiles of the Player base), negative economic
climate, but perhaps more critically; the Games inability to evolve and meet changing
Player preferences.
While this negative trend may well be a challenge to turn, there are a number of actions
