Introduction
Reaction Project Management FZ LLC is a locally registered Project & Cost Management
Company with offices in Dubai and Abu Dhabi. The Company, established in 2004 has over 150
years combined Project Management experience of which over 40 years is in the Middle East
Region. Having originated in the UAE, RPM have grown to become an International Company,
with additional offices throughout the region and planned expansion into Asia.
Reaction offers Project, Cost, Construction, Facility and Property Management services and
expertise gained from years of experience in developing Project & Cost management systems
tailored to suit clients’ business needs.
Our Key Personnel have significant UAE and GCC exposure, with a proven understanding
delivering the entire project life cycle through to handover in the UAE. We understand the need
for pro-active engagement at the earliest stages of the project inception.
Our Management style is centred on an open book approach, with clear communication,
collaboration of ideas and skills and ensures full team involvement and decision making.

Project Management
Once appointed as the Clients Project manager or Clients representative, we seek to add value
to the Client and his project by leading the team of Design Consultants & Contractors, managing
the team through the Master Project Schedule, pushing each member of the team to deliver on
their commitments under the contract.
We develop and maintain a Project Execution Plan which outlines how the project will be managed
and how all members of the project team shall interact and communicate with one another.
We develop and maintain a Project Risk Register and manage these risks on an ongoing basis,
seeking to minimise or negate the impact of each risk on behalf of the Client.
We manage the procurement of all consultants and contractors, seeking to maintain the project
budget at all times.
We seek to represent and maintain the goals and protect the interests of the Client at all times.
We believe that Project Management Services should be cost effective and never seek to add
unnecessary members to the project team.
Cost Management Services
We have the necessary depth of experience and responsibility for commercial management
disciplines over the whole life of the development. We have the drive, enthusiasm and capability
needed to deliver the effective Cost Management for the Middle East’s challenging markets.
We listen. Then we deliver personal service using down to earth advice suited to the specific
request and tailored to suit the budget.

Working from inside the Design Team, RPM act as the Design Manager as part of the Lead
Consultants Team. RPM manage all the Design consultants through their deliverables under
their appointment, managing the design process internally and also externally for Drawing
production, RFI’s, Submittals and Shop Drawing Approvals etc. RPM manage the administering
of the contract on behalf of the lead consultant (The Engineer).
We have worked several times in the past successfully on projects such as Jeddah Pearl KSA,
Sarayay Bandar Jissah Oman and Fairmont Apartments Dubai.

As Clients Representative, we work with small developers acting as their Manager, where we
manage the Consultants team and Contractors, ensuring all are working diligently against the
deliverables of their contracts and that the client is recovering proper service in terms of time,
cost and quality from all of the Project Team.

Property / Facilities Management
• We manage the property on behalf of the Client, allowing them to concentrate on
their core business.
• We procure and manage the delivery of Hard and Soft Service providers such as Mechanical
and Electrical Maintenance Contractors through to Cleaning Contractors under soft services.
• WedeveloptheMaintenanceSchedulesidentifyingthePlannedPreventativeMaintenance
requirements of the facility and schedule these out with consideration of the operational
requirements of the building.
• We manage the annual budgets and the ongoing operational costs and
administration of the supply chain agreements through to payment certification
to the Clients finance department.
Package Management Approach
This is when Reaction takes control of the Project Management and Construction Management
Functions of the project. Along with a Project Management Team, Reaction also deploy
Construction Managers to site who manage and co-ordinate the Package Contractors directly
and daily on site. Thus allowing Reaction to influence the on-site progress and delivery directly
on a daily basis.
Whilst one contractor remains as the principal contractor, each work element is packaged and
procured from various supply chain contractors and suppliers in the supply chain. Thus removing
mark up from a more traditional Main Contractor appointment.
With a long term partnering appointment, this allows Reaction in consultation with the Client,
to identify supply chain partners and look to secure supply chain agreements through design
standardisation.Thisultimatelyallowsforcostsavingsinprojectdeliveryandfuturemodifications
and churn. It also lends to accelerate the project duration in design and procurement. Another
benefit is the cost planning of future projects which can be calculated more accurately using the
historical data within the supply chain.
