Wehadsomesuccesswiththelegislaturethisyear.Lawspassedthatdefine“retiredstatus”and
anewprovisionforfacultylicensurewasadded.Wemissedongettingalawtoaddresselectron-
icsubmittalsofplatsandrecordsofsurveyandourdesireforacivilpenaltyforunlicensedprac-
tice.AdditionalworkwiththeIdahoAssociationofCountiestoaddresselectronicsubmittalsis
neededbutitwilltakemoretimebeforewewillrevisitthisissue.Newlawandrulechangesmean
weareaddinganewprocessforfacultylicensuretoourwebsite.
OnlinefeaturesforrenewingCertificatesofAuthorityforbusinessentitiesisfinallyupandrunning
sonowallrenewalsandaddressupdatescanbedoneonline.Onefeaturetonotewhenyou
renewonlineisthe“recordstatus”field.Ifthereisanythinginthatfield,itmeansyoumaybe
practicingonanexpiredlicense,whichisaviolationandmaysubjectyoutodisciplinaryaction!
Italsomeansyounolongerarereceivingrenewalnotices.Youcancheckthisfieldbylookingup
yourlicenseonourwebsite.Therecordstatusindicatesthereissomethingmissingthatwere-
questedsuchasacontinuingprofessionaldevelopment(CPD)logorasampleofyourseal(for
firsttimelicensees).firsttimelicensees).
Thereweremanycommentsfrom thelastnewsbulletinabouteasementmonumentation.The
BoardaddressedaclarificationinthiseditionunderBoardDecisionsandonourwebsite.The
IdahoSocietyofProfessionalLandSurveyorshasalegislativecommitteethatisworkingwiththe
BoardonupdatestotheRecordofSurveyandCornerFilingandPerpetuationlaws.Someof
thosepotentialchangesaredeferreduntil2018orlatertogivemoretimeforcomments.

Arulechangeadoptedinthelastlegislativesessionshouldsimplifythetrackingandrecord
keepingofCPC(wecallthisCPD).Anewoptionwasaddedthatallowslicenseestotracktheir
CPDrequirementsoneoftwoways.YoucancomplywithIdaho’sCPDstandard,oryoucan
complywiththeNCEESmodelCPCstandard.Thisisdonetomakeiteasierforthoseofyouwithli-
censesinmultiplestates.CurrentlyeachstatehasdifferentCPDstandards.NCEESisrecommend-
ingthateachstategivelicenseestheoptionofcomplyingwithonenationalstandard.Thisisto
lessenthecomplexityofkeepingtrackofeverystate’srequirements.Ofcourse,thisonlyworksif
statesdowhatIdahohasdonewhichistogivelicenseestheoptiontocomplywitheitherthena-
tionalstandardortheirstatestandard.
Thehopeisasmorestatesadoptthisapproach,licenseeswillfinditeasiertocomply.Thenation-
alstandardhas15professionaldevelopmenthours(PDHs)peryear,1PDHmustbeinethics,and
isbasedonacalendaryear.Idahohas30PDHseverytwoyears,noethicscoursesrequiredand
canbetrackedonthebasisofeitheryourlicenserenewalmonthormonthendinginDecember
forevery2-yearrenewalperiod.UsingthenewNCEESnationalCPCregistryshouldmakekeep-
ingtrackofyourCPDdocumentationeveneasier.

TheBoardreceivedmanycallsande-mailsquestioningthereasoning
behindthislastsentence,especiallyregardingeasementsinplatted
subdivisionswheremonumentsatalleasementcornerswouldbeconfusingtothelotowners
andthegeneralpublic.
ItwasnottheintentionoftheBoardtoimplythateasementsinsubdivisionswhichareparalleltoItwasnottheintentionoftheBoardtoimplythateasementsinsubdivisionswhichareparallelto
andadjoininglotlinesorstreetrightofwaysneedtobemonumented.TheBoardconsidersthe
lotcornerandstreetright-of-waymonumentstobesufficientwitnessmonumentationtodefine
thelinesofsucheasements.Inaddition,theBoardisoftheopinionthatothersimpleeasements
shownonasubdivisionplatwhichhavesufficienttiestolotandstreetmonumentationtoallow
asurveyortocalculatethelocationofthoseeasementsdonotneedadditionalmonumenta-
tion.Ifamulti-courseeasementwhichcutsthroughalotorcommonareaistobeplacedona
subdivisionplat,suchasforaprivateaccessroadorapowerline,thesurveyorshouldsubdivisionplat,suchasforaprivateaccessroadorapowerline,thesurveyorshould
providemonumentationfortheeasementsothatownersofthelotaffectedbytheeasement
andownersoftheeasementcanseethelocationontheground.
Easementsandleaseareasforcelltowers,conservationeasements,drainfieldeasements,road
easements, powerline/pipelineeasements,etc.,thatare tobefieldlocated,which
are notwithinplattedsubdivisionsandarenotdescribedasbeing
monumentedbytheroadorutilityneedtobemonumentedandaRecord
ofSurveyfiledwiththeCounty.
ItisimpossiblefortheBoardtoimagineeverypossiblescenariobutthekey
isiftheeasementisfieldlocatedandnotalreadymonumented,
eitherartificiallywithamagneticallydetectableironorsteelrod
compliantwithIdahoCode54-1227,ornaturallywitha
constructedfeaturesuchasanexistingroadorsomeother

performanceoftheirprofessionalduties.

establishonthegroundwherethatboundaryis(fieldlocated)thenthesurveyor
mustsetmonumentsatunmonumentedcornersthatestablishtheboundary
