TheBoardreceivedmanycallsande-mailsquestioningthereasoning
behindthislastsentence,especiallyregardingeasementsinplatted
subdivisionswheremonumentsatalleasementcornerswouldbeconfusingtothelotowners
andthegeneralpublic.
ItwasnottheintentionoftheBoardtoimplythateasementsinsubdivisionswhichareparalleltoItwasnottheintentionoftheBoardtoimplythateasementsinsubdivisionswhichareparallelto
andadjoininglotlinesorstreetrightofwaysneedtobemonumented.TheBoardconsidersthe
lotcornerandstreetright-of-waymonumentstobesufficientwitnessmonumentationtodefine
thelinesofsucheasements.Inaddition,theBoardisoftheopinionthatothersimpleeasements
shownonasubdivisionplatwhichhavesufficienttiestolotandstreetmonumentationtoallow
asurveyortocalculatethelocationofthoseeasementsdonotneedadditionalmonumenta-
tion.Ifamulti-courseeasementwhichcutsthroughalotorcommonareaistobeplacedona
subdivisionplat,suchasforaprivateaccessroadorapowerline,thesurveyorshouldsubdivisionplat,suchasforaprivateaccessroadorapowerline,thesurveyorshould
providemonumentationfortheeasementsothatownersofthelotaffectedbytheeasement
andownersoftheeasementcanseethelocationontheground.
Easementsandleaseareasforcelltowers,conservationeasements,drainfieldeasements,road
easements, powerline/pipelineeasements,etc.,thatare tobefieldlocated,which
are notwithinplattedsubdivisionsandarenotdescribedasbeing
monumentedbytheroadorutilityneedtobemonumentedandaRecord
ofSurveyfiledwiththeCounty.
ItisimpossiblefortheBoardtoimagineeverypossiblescenariobutthekey
isiftheeasementisfieldlocatedandnotalreadymonumented,
eitherartificiallywithamagneticallydetectableironorsteelrod
compliantwithIdahoCode54-1227,ornaturallywitha
constructedfeaturesuchasanexistingroadorsomeother

recordinformationandcontainsappropriatereferencestopriorsurveys,adjoiners,lot
lines,etc.However,itdependsonhowthenewboundarylinepositionsweredeter
mined.Ifthesurveyormeasuredfrom monumentsexistingonthegroundoranyother
readilydefinablepositiontoanexistingfenceorotherdefiningfeaturethatdelineates
thenew boundaryorboundaries,thentheyhavemadeageometricmeasurementthenew boundaryorboundaries,thentheyhavemadeageometricmeasurement
andgatheredinformationpertainingtothephysicalandlegalfeaturesoftheearth
andimprovementontheearth.Iftheythenusethatinformationanddevelopthe
sameintoasurveyproductsuchasamap(sketch)and/ordescription,thenthey
haveperformedaprofessionalboundarylandsurveyunderthedefinition,
regardlessofwhetherornottheyhavesetupaninstrumentordonea“survey”in
thetraditionalsenseofwhatmanyconsidertodefineasurvey.
IfthisthresholdhadbeenreachedthenthesurveyormustsetmonumentsinIfthisthresholdhadbeenreachedthenthesurveyormustsetmonumentsin
conformitywith54-1227Surveys–AuthorityandDutiesofProfessionalLand
SurveyorsandProfessionalEngineers.Everylicensedprofessionalland
surveyorisherebyauthorizedtomakelandsurveysanditshallbethe
dutyofeachlicensedprofessionallandsurveyor,whenever
makinganyprofessionalboundarylandsurveyasdefined
insectioninsection54-1202,IdahoCode,thatisnot

Preparingboundarydescriptionsfortwoormoreparcelsthatadjustexistingboundarylineswith-
outdoingafieldsurveytolocatefeaturessuchasstructures,wells,drainfields,etc.maycreate
problemsfortheclient,theneighbororfutureownersofthepropertiesatsomepointlater.As
anexample,Mr.BrownmaydiguptheendofMr.Green’sdrainfieldbecausepartofitisnow
onhispropertyfollowingtheboundaryadjustment.Or,Mr.Greendecidestoaddontohis
garageanddiscoversthathenotonlycannotgetabuildingpermitbecausehisgarageisnow
locatedinsidethesetbackline-hemustnowgothroughalengthyandpossiblyexpensivepro-
cesstogetavariancetokeephisgarageasitiswithinthesetback.
Also,howdothepartiesinvolvedknowforsurethatwhattheyreceivedinthedescriptionsac-
curatelyreflectstheirwisheswithoutbenefitofasurveythatshowsmonumentsmarkingthenew
line?IfnomonumentsweresetandaRecordofSurveyfiled,whathappenswhenMr.Black,
whohasboughtthepropertyfrom Mr.Brown,decidestohavehispropertysurveyedanditis
discoveredthatthefenceMr.GreenandMr.Brownthoughttheywereagreeingtodoesn’t
matchwhattheirdeedsshow.Mr.BrownhasmovedonorpossiblypassedawaysonowMr.
BlackandMr.Greenarearguingoversomethingthatcouldhavebeenavoidedifasurveyor
haddonehisjobproperlyandprofessionally.haddonehisjobproperlyandprofessionally.
Inconclusion,undercertaincircumstancesitwouldbepossibletoprepareboundarydescrip-
tionsforaboundarylineadjustmentwithoutsettingmonumentsorfilingaRecordofSurvey.In
manysituations,thismaynotbeadvisableasitmaynotadequatelyprotectthehealth,safety
orwelfareofthepublic.Thatiswhyinsomejurisdictionsthecitiesandcountieshavewrittenre-
quirementsintotheirordinancesdealingspecificallywithboundarylineadjustments.Theyhave
encounteredallandmoreofsimilarscenariosdescribedabove.

LandSurveying(PLSorPS)examinationinAprilof2016.
AllfuturePSexaminationswillbeincomputerbasedtest
(CBT)formatandofferedatPearson-VueTestCenters.
ThefirstCBTPSexaminationisanticipatedinOctoberof
2016.Applicantsmustalsoapplytoandbeassignedbythe
BoardbeforetakingthePSorPEexamination.BoardbeforetakingthePSorPEexamination.
GeneraltransitiontimelinesforthePSexam are:
•Exam formatwillbelinear-on-the-flytesting(LOFT),inwhich
eachexamineehasauniqueexam form similarindifficulty.This
iswhatweusefortheFEandFSexams.
•Suppliedreferencesareavailableelectronicallywiththe
exam (similartoFSandFE).
• Resultswillbeavailablein7–10days(similartoFEandFS).• Resultswillbeavailablein7–10days(similartoFEandFS).
• PSexam tousealternativeitem typesinadditiontothe
standardmultiplechoice/oneanswer.
•StartingwiththePSexam inOctoberandfollowingwiththe
FEandFSexamsinJuly2017,thefollowingalternativeitem
types(AITs)willbeintroducedtotheexams:
–Multiplechoice,multiplecorrectanswers
–Draganddrop(i.e.,sorting/ordering,matching)–Draganddrop(i.e.,sorting/ordering,matching)
–Hotspot(i.e.,identifyalocationonadrawingorpicture)
–Fillintheblank(excellentforcalculationquestions)
•AITswillbescoreddichotomously(i.e.,rightorwrong—no
partialcredit).
