15+ years professional
experience
Ms. Rayner has 15 years of consulting experience with an
emphasis on program development as it relates to environment,
health & safety, industrial hygiene, product stewardship and risk
management systems. For the past six years, Ms. Rayner has
primarily been focused on materialstracking, product
compliance governance and regulation and emerging initiatives
tracking associated with product compliance in the global
market place.
Suitability for the Role
Specifically in the past two years, Ms. Rayner has worked with a
number of our professional partners and technology service providers
in providing global product and chemical compliance regulation
management systems for two multi-national clients and is currently
supporting an industry group in the evaluation of systems and content
appropriate to scale for their collective usage. These systems
specifically were focused on substance control, extended producer
responsibilities, electrical and electronic equipment, as well as green
procurement initiatives. Ms. Rayner has assisted all of these teams in
identifying scope, applicability evaluation workflows and ultimately
identified efficiencies in report development and system configuration
to reduce expected on-going maintenance costs of the systems.
Relevance of Experience
Systems: Currently working with two clients in their initial deployment
of Enablon as their compliance management system which includes
regulatory and chemical management. Plus, have designed and
deployed custom solutions for clients for the management of chemical
regulation management.
Automotive: Architect of the FCA and Mopar’s global product
regulatory compliance program and have an in depth knowledge of
the complexity of product stewardship chemical legislation as it relates
to the automotive dimensional and non-dimensional products.
Performance Optimization: Developed a scalable regulation
management process for substance control and extended producer
responsibility regulations that when leveraged by multiple similar end
product clients allows for a one-year return on investment of resource
allocation.

Development and Implementation of Global Product Stewardship
Enterprise Program
Confidential Consumer Goods & Pharmaceutical Client, Global
Program Manager for a multi-dynamic compliance management program which included the
design, development and deployment of a regulation management and tracking tool; a
compliance assessment tool; and a substance assessment tool that are used throughout the
client organization among 15 varying departments in 30+ countries. The subject areas
included substance control, extended producer responsibility, electronics and electrical
equipment and sustainability. The tools include the tracking of regulatory initiatives and
emerging issues across 85 countries include national, regional, state/provincial and local level
legislative framework. In addition to the tool related activities, Ms. Rayner facilitated all
employee training, on-boarded a global team of content managers, and authored the
accompanying global corporate processes and procedures for the usage of the tools and
subsequent impact assessments.
Assessment of Regulation Management / Product Evaluation Processes
General Motors, Warren/Detroit, Michigan
Conducted an assessment of existing systems, stakeholders and data processed and
managed by the client to identify areas for improvement and gaps as it relates to the
management of compliance with global chemical legislation of products (both dimensional
and non-dimensional). Collaborated with client members across 7 different countries in
various roles within the organization. Developed process flow diagrams of the existing
processes and assisted in the presentation to senior management.
Development and Implementation of Global Regulatory Product
Compliance Program
Fiat Chrysler Automobile/Mopar, United States
Technical Lead assisted the client in managing seven full-time specialists that manage,
implement, and facilitate Product Regulatory activities for the client’s products throughout the
global market. This project was initiated three years ago as a result of the client having a
halted shipment of their product in Korea due to a lack of proper documentation associated
with custom regulations on substance reporting. This issue quickly exposed the lack of
necessary internal controls and processes to monitor products. In the first three months of the
Program, Ms. Rayner and her team developed and implemented effective systems that
monitored product shipment into various markets and allowed automated and semi-
automated quality gates to clear compliant products to enter its respective market, valued at
approximately $50 million, without any loss of revenue.
Since the implementation of the product compliance program, the client has tracked
significant reduction in the number of end-of-line product corrections (typically manual at the
warehouse) that were occurring as a result of compliance checks that the client conducted for
products. In the past, products checks were completed at the distribution point and manual
corrections would consequently decreased delays in releasing products to market. Corporate
mandated changes of product approval, that were facilitated by ARCADIS, initiates the

evaluation of products as they are introduced in the design stage and continue to be
assessed for compliance at each stage of the value chain prior to market release.
