The document discusses Cloud Innovation Centers (CICs), which are partnerships between public sector organizations and Amazon Web Services (AWS) that aim to accelerate innovation in the public sector through cloud technologies. CICs provide infrastructure and credits from AWS alongside facilities and resources from partner organizations to run innovation challenges addressing real-world problems. Challenges involve students and aim to develop prototypes, with the goal of improving digital experiences for citizens. Examples of challenges from existing CICs are described.
So, what is the CIC program about?
It is a global AWS program dedicated to public sector innovation.
It consists of so called Cloud Innovation Centers or short CIC.
Each CIC is a strategic collaboration with a leading public sector sponsor.
This could be a university, a city, an incubator
AWS joins forces with these entities to tackle public sector challenges and finally improve the digital experience for citizens.
We bring in both our latest technology and innovation methodology to ultimately find solutions for our customers.
At the heart of our work are the challenges aka problems of our customers.

Let me show you a few real-world examples of challenges we have been working on or are currently working on.
For example, we have been working with the Monterrey Bay Research Institute to automate ...
With the California Strawberry Commission we have been
And with Orange County we have been working on graffity analysis and tracking
As you can see the challenges are as diverse as our customers are.
So, how do we actually work on challenges?
We not only bring our cloud platform. Actually, technology comes at a later stage.
More importantly, we also bring our working backwards methodology.
We believe, that we need to work backwards from the customer to be successful and have real impact.
When we come up with a new idea at Amazon and think it is something we should invest in
We don‘t write the code. We start by writing a press release, a document that oftentimes is seen only at the end.
The press release for us is a vision document. It is a living document that undergoes many iterations and forces everybody to think through a problem and its solution.
The driving force behind this process are the 5 questions you can see here.
...
As you can see it is really all about the customer and his needs.
Let me quickly run you through the challenge process which is a well-structured approach to apply this methodology.
At the end of each challenge we deliver these 3 artifacts
Their purpose is to explain the envisioned solution and help the customer take a go/nogo decision

We don‘t deliver a productive solution! We deliver a well described idea!
Here you can see an example of a visualization.

So, somebody asked Jeff Bezos at a all-hands if the working backwards process is optional?
Let‘s hear what he answered...

You might wonder who finally owns the results.
Well, this is another key attribute of the CIC program. Nobody does. Or all.
This is really key to building trust.
At the same time it opens up many new possibilities e.g.
- Customer implements a solution
- Another CIC continues
- Partner takes over to build a product
The CIC program is still young, but our goal is to build a global network of CICs over time to serve our customers
We expect to see a lot of collaboration between the CICs as well.
- Shared Challenges
- Student exchange

Social engagement is one of the criteria we are looking for.
Our community… includes our partners
We know it works, we know there is interest here and that the CODE way has a gerat potential to create positive experiences with technolgy which will then inform digitalisation startegies…
Wondering: how to expand CODE projects? How to support our students, to design and build solutions with the wider society in mind?
