Presented by Brad Redlin from the Minnesota Department of Agriculture on December 8, 2014 at the MInnesota Bioenergy Feedstock Development meeting and forum.
10. Offered by Minnesota state government, via Certification contracts
Not an exemption from existing rules and regulations
Relevant to the land within an agricultural operation
Conditional upon:
Implementation of recommended practices
Maintenance of practices during certification
In practice, “certainty” means:
Certified farms are deemed to be in compliance with any new water quality rules
or laws and considered to be meeting their contributions to any targeted
reductions of pollutants during the period of their certification.
What is “Certainty?”
11. Certainty policy effects ‐ MAWQCP
CONSERVATION CHALLENGES:
Only if, and only so long as, paid.
Single practices/prescriptions only where amenable.
Much/Majority of cropland is rented.
“I don’t have to.”
MAWQCP:
10 years of self‐determined practice and management
commitments
All parcels, every crop, entire inter‐related system, must
address water quality resource concern.
See above, plus landowners in effect have professionally
prepared ‘conservation leases’ for all their land.
“They can’t make me.” (…but may no longer need to.)
