Phase-In of Energy-Efficient Lighting
1. EISA prescribes phase-out of energy-inefficient general service light bulbs from US market beginning January 1, 2012. California phase-out begins January 2011. Surveys, recent articles and federal legislation introduced in September repealing the phase-out of inefficient lighting – (HR 6144, The Better Use of Light Bulbs Act) – indicate need for a consumer education campaign.

Proposed Consumer Education Campaign Elements Educate consumers about new, efficient lighting products that will provide quality lighting to meet their needs Shift consumer thinking from watts to lumens Explain how new lamp choices will allow consumers to lower home energy bills and make act of changing a bulb a rare occurrence Limit consumer backlash and potential hoarding of incandescents Educate consumers about proper CFL disposal
3. Proposed Campaign Tactics Identify, organize & conduct regular meetings of the Ad Hoc Action Coalition of Efficient Lighting Advocates Conduct SMTs and RMTs with Alliance President Kateri Callahan as a spokesperson for efficient lighting Leverage Alliance events and other outreach opportunities to spread the lighting efficiency message
4. Proposed Campaign Tactics (cont’d) Develop content for websites, social media, literature, educational webinars Develop/Distribute co-branded tip cards Pitch media, conduct interviews, track and monitor media coverage Report regularly to campaign funders/partners
