WORKING TITLE: THE TRUTHS OF MAINTENANCE AND OTHER OPERATING
EXPENSES (MOOE) ALLOCATION IN ELEMENTARY SCHOOLS
IN LEYTE DIVISION: VOICES OF SCHOOL HEADS
RESEARCH GOAL:This proposed research aims to determine the realities about MOOE
Allocation in elementary schools of DepEd Leyte Division. In
particular, this research will describe the lived experiences, coping
mechanisms, and insights of 35 selected school heads in 7 areas of
Leyte Division about MOOE allocation in their school.
Thesis Statement: The researcher contends/argues/claims/ that if we will be able to
determine the realities on how the Maintenance and Other Operating
Expenses (MOOE) is allocated in their school, then we will be able
to understand more fully how school heads manage school finances.
Also, if we will be able to find out the lived experiences, coping
mechanisms and insights of school heads on MOOE allocation, we
will be able draft school policies on fiscal management to prevent
problems that school heads may encounter in the utilization of school
MOOE.
DepEd Order No.13 s. 2016 otherwise known as Implementing
guidelines on the Direct Release and Use of Maintenance and Other
Operating Expenses (MOOE) Allocations of Schools, including Other
Funds Managed by the Schools” was issued to strengthen the
decentralization of school management. Through this policy, school
heads are empowered to manage school finances.
Also, Education Act of 1982 emphasized that school administrators
have the right to draft proposals and claim the outcome from income
generating projects as all schools are entitled to get financial
assistance.
2. RESEARCH GAP/PROBLEM: Based on reports, the researcher found out that theres
are school heads who were investigated by the
Department of Education due to mismanagement of
funds through misappropriation, fraud, pilfering of cash,
theft and improper control of financial records. Therefore,
in spite of lack of funds and budget provided for basic
education, school heads are blamed for corruption and
lack of ethics in managing finances of the school.
METHODOLOGY: The researcher will use qualitative phenomenological design since it
is the appropriate approach to describe lived experiences, coping
mechanisms, and insights of school heads in MOOE allocation.
Consequently, qualitative phenomenological method will be used
to find out the perception of school heads on how to manage
MOOE fund of the school.
