3. WMO Resolution 40
ADOPTS the following policy on the international
exchange of meteorological and related data and
products:
• As a fundamental principle of the World
Meteorological Organization (WMO), and in
consonance with the expanding requirements for
its scientific and technical expertise, WMO
commits itself to broadening and enhancing the
free and unrestricted international exchange of
meteorological and related data and products;

12. OPEN Data for Resilience Initiative
• Regional initiative aiming to improve the
resilience and ability of the IOC member
states in facing natural disaster risks.
• Modeling tools for analysis of the future risks
are made available through platform called
“GeoNode” in which data issued from the
DRM institutions are freely accessible

14. Perspective on Climate Data Policy
• The climate monitoring products use data that are
freely transmitted over the GTS and from historical
agreements of data sharing.
• These data have been processed to create gridded
products such that it is not possible to retrieve any
of the raw station data from our products.
• Thus, there is no conflict with your own holdings
of the original station series.
15. • There is high value to all in making our products
available under an 'open' licence, enabling NMSs
and Governments to use the gridded data for any
purpose.
• For example, the data may be useful in producing
climate adaptation and resilience strategy for
sectors that are essential to society such as energy
or transport.
• In many cases, reports of this nature are considered
commercial and therefore in breach of any non-
open use policy.

“Free and unrestricted” means non-discriminatory and without. “Without charge”, in the context of this resolution means at no more than the cost of reproduction and delivery, without charge for the data and products themselves.
