• Demand is growing globally
• Halal Certificates = high quality products
• Aggressive Halal product development = New Zealand,
Thailand, The Phillipines
 Thailand = Kitchen Of The World
 The Phillipines = OMA (Office of Moslem Affairs)
 Malaysia = Centre for Halal products, aim for 5% World
Halal products.
 Brunei = Halal park, Halal Harbor, etc.
 Indonesia = since 80s by MUI (Indonesian Council of
Moslem Clerics)

6. The Complexities in ASEAN for Halal
• Clarity and consistency still a big challenge for multinationals
( Global players ).
• Different methodology and definition in each country
• Different definitions = difficult in sourcing raw materials or
finished products
• No standardised guidance for certification in ASEAN.
• Multinationals need a lot of time & energy to market products
in this region in term of sourcing raw materials, production
processes, procurement also packaging.

7. Recommendations for ASEAN
1. Close coordination among Halal Bodies
2. Harmonize regulations and procedures for certification
3. Develop an ASEAN Halal body that can:
a) Provide a list of certified regional suppliers
b) Develop Certification Standards with transparent and
professional practices/ clear measurement.

1. Harmonize regulations inline with the development of
ASEAN Economy Community 2015
2. Regular meetings and coordination between regulators to
cope with dynamics
3. Improve understanding and escalate harmonization
between government regulators, F & B Associations,
industries & NGOs
