PEMRA
 Pakistan Electronic Media Regulatory Authority
(PEMRA) was established in March 2002.
 IT works on improving the standards of
information, education and entertainment.
 Provided to the people of Pakistan through news
current affairs, art, culture, science and
technology, Music, films dramas morning shows
talk shows. And radio shows etc……
Objectives of PEMRA
 improving standards of information, education, and
entertainment;
 enlarging the choice of people for news, current
affairs, and music;
 improving access of people to mass media at the
local and community level; and ensuring
accountability by optimizing the free flow of
information;
 Regulate the establishment and operation of the
licensees.
Regulatory Framework

. PEMRA has been given the mandate to improve the standards of
information, education and entertainment; to widen the choice available to
the people for news, current affairs and other programmers; to facilitate the
devolution of responsibility and to ensure transparency by optimizing free
flow of information.
To carryout its mandate effectively PEMRA has formulated rules,
regulations, code of ethics for licensing and functioning of Satellite TV,
Cable TV distribution, FM Radio and other electronic media technologies.
The rules have been prepared in consultation with stake-holders and
comparative study of international media regulatory practices. The Rules,
Regulations and Codes have been formulated with the aim of safeguarding
our national ideology, national heritage, socio-cultural norms, ensuring a
level playing field to stake-holders, plurality and diversity and discouraging
monopolistic trends.

 To Monitor TV Channels.
 To reduce things against country.
 To Issue license Companies.
Terms and conditions of license
 ensure that all programs and advertisements
do not encourage violence, terrorism, racial,
religious discrimination, sectarianism,
extremism, militancy, hatred, pornography,
other material offensive to commonly
accepted standards of decency
 obey with rules made under this Ordinance
Terms and conditions of license
 obey with the codes of programs and
advertisements approved by the Authority and
appoint an in-house monitoring committee,
under intimation to the Authority, to ensure
compliance of the Code
 not broadcast or distribute any program or
advertisement in violation of copyright or other
property right;
 Broadcast programs in the public interest
specified by the Federal Government

 License is obtained through bidding.

integrity of the Islamic Republic of Pakistan;
 ensure keeping care of the national, cultural, social and
religious values and the principles of public policy as
enshrined in the Constitution of the Islamic Republic of

Certain persons not be granted license
 A License should not be granted to:
 A person who is not a citizen of Pakistan or resident in
Pakistan;
 A foreign company organized under the laws of any foreign
government
 A company the majority of whose shares are owned or
controlled by foreign nationals or companies whose
management or control is vested in foreign nationals or
companies
 Any person funded or sponsored by a foreign government or
organization
ECONOMIC CONTRIBUTION:
 Due to the government's investment friendly policies the country has
witnessed a remarkable economic growth particularly over the last five
years. This overall national growth has been helpful for the
development of the electronic media industry in the private sector.
According to estimates there has been a increasing investment of
approximately U.S. dollar one and half billion in the electronic media
industry. New jobs to more-than 150,000 people of diversified skills
and qualifications have been provided. In addition, over 7 million
people have been accommodated through indirect employment.
With the current growth rate of more than 7% annual, it is estimated
that the increasing investment in the electronic media industry will
reach nearly U.S. dollar two billion by the end of the current financial
year in June, 2008. This expansion in investment would in turn have a
multiplier effect on increasing job opportunities for skilled media
persons and journalists, expanding work of media production houses,
advertising agencies and growth of the performing arts.

  • 13. ECONOMIC CONTRIBUTION:  Due to the government's investment friendly policies the country has witnessed a remarkable economic growth particularly over the last five years. This overall national growth has been helpful for the development of the electronic media industry in the private sector. According to estimates there has been a increasing investment of approximately U.S. dollar one and half billion in the electronic media industry. New jobs to more-than 150,000 people of diversified skills and qualifications have been provided. In addition, over 7 million people have been accommodated through indirect employment. With the current growth rate of more than 7% annual, it is estimated that the increasing investment in the electronic media industry will reach nearly U.S. dollar two billion by the end of the current financial year in June, 2008. This expansion in investment would in turn have a multiplier effect on increasing job opportunities for skilled media persons and journalists, expanding work of media production houses, advertising agencies and growth of the performing arts.
