- 27% RES target EU binding - BUT not nationally binding
- 40% GHG emissions reduction: ETS and non ETS sectors
- 27% reduction of energy consumption - indicative objective
• This approach must now be accompanied by a robust and reliable governance
system for reaching renewables and energy efficiency targets
An improved biomass policy will also be necessary to maximise the resource efficient use
of biomass in order to deliver robust and verifiable greenhouse gas savings and to
allow for fair competition between the various uses of biomass resources in the
construction sector, paper and pulp industries and biochemical and energy production.
This should also encompass the sustainable use of land, the sustainable management
of forests in line with the EU's forest strategy and address indirect land use effects as
with biofuels.

The Commission will propose a new Renewable Energy Package in 2016-2017. This
will include a new policy for sustainable biomass and biofuels
“A Framework Strategy for a Resilient Energy Union with a Forward-Looking Climate
Change Policy” – 25 February 2015

Impact on forests Bioenergy developments have had no

Increased extraction for bioenergy production up to
2030 could result in deterioration of forest resources

 GHG calculation: same methodology for calculation (recognize Biograce II) - revised fossil fuel comparator –
revised list of default values pathways - « it is considered to be good practice for existing bioenergy installations to achieve
GHG savings of at least 70% compared to the fossil fuels comparators. »

SFM definition: Sustainable forest management means using forests and forest land in a way, and at a rate,
that maintains their biodiversity, productivity, regeneration capacity, vitality and their potential to fulfil,
now and in the future, relevant ecological, economic and social functions, at local, national, and global levels,
and that does not cause damage to other ecosystems
•Develop SFM that can be applied in different policy context regardless of the end use of biomass
 Ad-hoc WG on Sustainability
•Develop good-practice guidance for the “cascade” principle  DG GROW study on optimized
cascading use of wood

EU 2030 Climate and Energy Framework 3 • Member States position 23 October 2014 (European Council) - 27% RES target EU binding - BUT not nationally binding - 40% GHG emissions reduction: ETS and non ETS sectors - 27% reduction of energy consumption - indicative objective • This approach must now be accompanied by a robust and reliable governance system for reaching renewables and energy efficiency targets An improved biomass policy will also be necessary to maximise the resource efficient use of biomass in order to deliver robust and verifiable greenhouse gas savings and to allow for fair competition between the various uses of biomass resources in the construction sector, paper and pulp industries and biochemical and energy production. This should also encompass the sustainable use of land, the sustainable management of forests in line with the EU's forest strategy and address indirect land use effects as with biofuels. 2030 Climate and Energy Framework

EU 2030 Climate and Energy Framework 8 BENEFITS RISKS Impact on forests Bioenergy developments have had no negative impacts on EU forests Increased extraction for bioenergy production up to 2030 could result in deterioration of forest resources and ecosystem GHG savings Solid and gaseous biomass is key to achieving the 2020 renewable energy targets and the EU long-term decarbonisation goals by 2050 A vast majority of the biomass pathways used today provides carbon reductions in the medium / short term and long term Stem wood and stumps harvested only for bioenergy = negligible GHG savings Competition of uses Competition between energy and pulp, paper and board industry will increase – Evaluation and monitoring are needed  GHG calculation: same methodology for calculation (recognize Biograce II) - revised fossil fuel comparator – revised list of default values pathways - « it is considered to be good practice for existing bioenergy installations to achieve GHG savings of at least 70% compared to the fossil fuels comparators. » State of play on sustainability for solid and gaseous biomass used for electricity, H&C (2014)

EU 2030 Climate and Energy Framework 9 SFM definition: Sustainable forest management means using forests and forest land in a way, and at a rate, that maintains their biodiversity, productivity, regeneration capacity, vitality and their potential to fulfil, now and in the future, relevant ecological, economic and social functions, at local, national, and global levels, and that does not cause damage to other ecosystems •Develop SFM that can be applied in different policy context regardless of the end use of biomass  Ad-hoc WG on Sustainability •Develop good-practice guidance for the “cascade” principle  DG GROW study on optimized cascading use of wood EU Forest Strategy

EU 2030 Climate and Energy Framework 10 Study Who Objective Forest biomass for energy: current trends, carbon balance and sustainable potential Birdlife, EEB, T&E Clarify possibilities and implications of woody bioenergy supply for natural environment and climate by 2020 and 2030 (published) Potential and Implications of using biomass for energy in the EU Birdlife, EEB, T&E Analysis of how much and what kind of biomass could be produced and used in the EU for energy in a sustainable way by 2020 and 2030 (launch postponed) Pitfalls and potentials. The role of bioenergy in the EU climate and energy policy post 2020 Birdlife, WWF, Greenpeace, etc… Four safeguards: 1- the introduction of a cap to limit the use of biomass, 2- the strengthening of the principle of cascading use of biomass, 3- a correct carbon accounting for biomass and finally 4- the introduction of comprehensive binding sustainability criteria (published).
