2. HISTORICAL BACKGROUND
• In 1998 the Government launched the famous National
Highway Development Programme (NHDP).
• This project was managed by NHAI in 7 faces, resulting
about 50,000 km National Highway in the country.
• The key projects in NHDP is Golden Quadrilateral
project, North-South, East-West corridors and several
other highways. NHDP is now subsumed in Bharatmala
pariyojana.

12. OBJECTIVE
• Aims to provide all weather connectivity road
Nationwide.
• Plan to provide road to unconnected village.
• For accessing Economic and Social services.
• For generating increased agricultural incomes and
productive employment opportunities in rural India.
• Key ingredient in ensuring sustainable poverty
reduction.
• Upgradation of the existing roads.

13. GUIDING PRINCIPLES
• Unit of this program
Habitation.
• Habitation which is cluster of
population, living in an area,
the location of which does
not change overtime. Eg.
Tanda,Tolas, Hamlets, etc.

14. STRATEGIES
• Phase 1- 1,000 person and above – 2002-03
• Phase 2- 500 person and above by 10th FYP (FiveYear
Plan) 2007 and in hilly or deserts area 250 above.
• Preference given to those roads which provides facilities
to large population.
• Only single road connectivity
• Roads which negotiable in all seasons of the years.

CONSTRUCTION AND MONITORING
• Planning starts from the Panchayat samiti (manual
of work) leads to Zilla Parishad then ZP provides
data to State level Standing committee.
