IDENTIFICAR UNA OPERACIÓN DE
COMPRA DEL VOTO
• Días antes o durante
la jornada electoral del
4 de junio, identificarás
con un gran movimiento
de gente domicilios
cercanos a las casillas
donde los ciudadanos
emitirán el voto.
• A su vez, lograrás observar entrega
de despensas, víveres, tarjetas de
programas sociales o materiales de
construcción, etc.
• Aunque en pocas ocasiones el
pago por la compra del voto se
realiza a la luz pública, también se
puede ver gente entregando dinero
a personas para asistir a la casilla o
después de ejercer el voto.
• En estos domicilios,
también denominados
por los operadores del
PRI como “Casa
amiga”, se organizan
para promover la
compra del voto. Son
casas donde se
reparten desayunos y/o
aparentan celebrar
“fiestas” justo antes de
comenzar la votación.
• También podrás
observar
desplazamiento masivo
e inusual de coches y
transporte público en
zonas aledañas a las
casillas.
• Verás operadores
–denominados por el
operativo priísta como
“profesores”- con listas y
padrones electorales en
mano realizando
múltiples llamadas por
celular y movilizando
contingentes de
personas –llamados
“alumnos”- a las
casillas.

ACCIONES
• Identificando alguno
de los elementos antes
mencionados, es
posible ubicar los
lugares y las personas
que realizan la
compra del voto.
Es necesario destacar
que la compra del
voto es un delito
electoral y es
sancionable.
• Dicha manifestación
puede realizarse con
carteles, mantas,
lonas, megáfonos,
cacerolas, u otros
objetos que no inciten
a la violencia y debe
ser en todo momento
pacífica.
•MORENA procurará
ofrecer en todo
momento asesoría a
los militantes con el fin
de fortalecer y
respaldar su labor.
• Es imprescindible notificar
a las autoridades sobre el
descubrimiento de “Casas
Amigas” u operación de
compra del voto del PRI,
ubicar a los operadores y
dar seguimiento. En caso
de que las autoridades
sean omisas con la
atención a la flagrancia de
un delito como la compra
del voto, realizar acciones
de resistencia civil pacífica
(por ejemplo, tomas
pacíficas de calles y vías o
clausuras simbólicas, entre
otras medidas) y avisar a
alguno de los contactos del
directorio de medios de
comunicación.
• Es importante mantener
entre todos los militantes
de Morena y vecinos un
monitoreo en toda la
sección electoral para
ubicar los puntos donde
se realicen las
operaciones de compra
de voto, con el fin de
poder obtener evidencia,
denunciar, inhibir e
impedirlas.
•De existir las condiciones
necesarias, en cuanto se
ubique una “Casa amiga”
donde se esté realizando
compra de votos, es preciso
avisar a la mayor cantidad
de vecinos y militantes de
Morena para hacer
presencia física y realizar
una manifestación de
descontento contra la
compra del voto.
•En caso de localizar alguna
“Casa amiga” u operación
de compra de voto, avisar a
militantes de Morena y
vecinos para mantener
juntos un monitoreo
constante,documentando
con fotografías y videos.
Para que una foto sea
tomada como evidencia, es
necesario que en ésta se
observe la primera plana de
un periódico del día.
