agenda, pervasiveness of technology, education
for all; present future national strategic objectives
and the broad aims of various national and
international initiatives regarding professional
development.
 Information society - society where knowledge and information is
seen as a valuable aspect or commodity in a society.
 Information – sold and exchanged via electronic channels.
 Knowledge in societies:
◦ Promote:
 Democracy
 Justice
 Peace
 Solidarity

Information Society, but a Knowledge Society,
enabling all children and all people to access
Knowledge and to benefit from being educated.”
 Information/knowledge - changing the
behaviours and characteristics of a society.
 Trend in modern societies:
◦ Require more information
◦ Free and available to all
 For a knowledgeable society to exist:
◦ “Learning to know”
◦ “Learning to do”
◦ “Learning to live together”

 Notions are focused on new knowledge acquired by a
society.
 E-learning system – learning over the internet +
interactive teaching.
 Knowledgeable society – in terms of educators:
◦ All children/people to access knowledge
 Educators – major role/responsibility in education:
◦ Develop underdeveloped countries
 Can be attained through:
◦ Digital solidarity: Every child – access to digital
information and communication infrastructures.
◦ Learners / lifelong learning: Education to promote
lifelong learning.
◦ Decision making strategies: Decision makers make
use of research and experience practitioners.
◦ Networking: Effectiveness of a knowledgeable society
will be limited.
 Research: Developing ICT based education
processes.
 Teachers: Require new specific competencies
for educators/teachers.
 Government and societies – distribute
technology to all.
◦ Have access to information
 Eg: Computer students
 Internet access is becoming more common, but
the use of the Internet for teaching and learning
purposes is very limited. (Government Gazette,
2004)
 Make e-learning plausible
 Requires great professional training
◦ Teachers
◦ Educators
 Effective use of new technology
 Enable to teach/educate better
◦ Provide better learning experience to children

◦ Reduction in crime
 Fight HIV and AIDS – Educate about dangers and
preventative measures.
 End poverty by:
◦ Country with unique skill set
◦ Will sprout from growth of economy

◦ More skilled labour accessible to industry
◦ Increase growth of current industries
◦ Increase standards on higher education certificates
◦ Improve countries research/ development capacities
◦ More investment from international investors
◦ Job creation is possible

present-day challenges”
 Building an educational system certain objectives
has been set out by the Dept. of Education:
 Foundation for a long and healthy education
system
◦ Education from highest to lowest level
 Quality knowledgeable
professionals, teachers, academics, research and public
service core required
 Develop world class learning institutions:
◦ From schools
◦ To universities
◦ Centres for higher education
 Establish national and educational science
system.
◦ Will promote development of society
◦ More individuals attaining higher education
◦ Increase of 30%
◦ Increase in higher education (Africans and woman)
◦ Will improve innovation and research capacity
 National strategic plan to be carried out in 5 years
– objectives to be met
 The Guidelines for Teacher Training and Professional
Development in ICT is one of the initiatives undertaken by the
Department of Education to implement the White Paper on e-
Education. (Hindle, D. 2007)
 To achieve National strategic objective goals –
enforcers of education must be trained
 To produce required outcomes
 All students leaving higher education institutions –
for teaching profession
◦ Reached adoption level
◦ Should be able to use computer and software
◦ Will enable to use ICT
 Individuals in teaching profession
◦ Trained to adoption level
◦ Ensure use of ICT
 60% - teachers that have access to ICT
◦ Trained and developed to adaption level
 20% - should reach appropriation level.
 Innovation level – Ways to develop ICT systems.
◦ Change way and role of teacher in the classroom.
 This level –
◦ Develop new teaching methods/materials
 10% of practicing teachers –
◦ Should reach innovation level
◦ Through post graduate studies
 Objectives will ensure ICT skills develop:
◦ Compulsory ICT training at higher education institutions.
◦ Enabling use of computers and software
◦ Enable to use ICT
 Students at higher education institutions –
◦ Should be at adoption level
◦ Before end of study period

◦ Adaption level requirement after higher education

  3. We first have to explore what a knowledgeable society is and more importantly what information is. An information society is a society where knowledge and information is seen as a valuable aspect or commodity in a society. Information is sold and exchanged in various formats and methods and is mostly done so via electronic channels. Information or knowledge is a powerful tool in modern societies. Knowledge in societies helps promote democracy, justice, peace and solidarity. Information and therefore knowledge is mostly seen as a means of changing the behaviours and characteristics of a society. The trend in modern societies is that they require more information that is open source (free and available to all).
  4. As educators, we want not only an Information Society, but a Knowledge Society, enabling all children and all people to access Knowledge and to benefit from being educated.
  5. We first have to explore what a knowledgeable society is and more importantly what information is. For a knowledgeable society to exist the following notions have to be implemented“Learning to know”“Learning to do”“Learning to live together”“Learning to be”These notions are generally new knowledge that needs to be acquired by a society. This will undoubtedly call for a different education system and or techniques. The world is moving toward an “e-learning” system that incorporates learning over the internet. These learning concepts are very interactive and can be used for training and learning and form a new conception of teaching.
  7. The notion of a knowledgeable society in terms of the educators is that they want all children and all people to access knowledge that will greatly benefit their livelihood. It is therefore that educators have such a major role in education. The responsibility of developing all underdeveloped countries to take part in the developments of the ICT is placed on the educators around the world. The way in which this can be attained is through the following

This promotes the sharing of knowledge between societies and promotes collective intelligence.  Research: The process of developing ICT based education training processes is an on-going research process. It is required that the educational techniques and applications be continuously researched and improved upon.  Teachers: A knowledgeable society will require new specific competencies for educators and or teachers. They are the key to the door of creating a knowledgeable society. They too have to become networked in this society to be able to access new types of knowledge.

  13. To be able to make the e-learning plausible, a great deal of training and professional training is required by teachers and educators. This will allow them to make effective use of the new technology at their disposal. This will also enable them to teach and educate better and therefore provide a better learning experience to the children.

This includes growth in terms of education and industryTo empower woman and improve or increase the throughput of highly skilled professional woman especially in industryStrengthen democracy by making educated decisions and fighting corruption. By strengthening democracy a reduction in crime will also result.Fight HIV and AIDS by educating people about the dangers and preventative measures that can be taken. End poverty by creating a country with a unique skill set. This will sprout from the growth of the economy and thus job creation will increase. This also means that there are more skilled labour accessible to industry and an injection of skilled labour can increase the growth of current industriesIncrease the standard and throughput of individuals that attains higher education certificates and improve the countries research and development capacities. This will attract more investment from international investors and thus greater opportunities for job creation are possible.

  18. To be able to build and develop an educational system that will benefit the learners or children there are certain objectives that the department of education has set out. These objectives show clearly what needs to be done to be able to transform the country into a knowledgeable society. These objectives are as follows:A foundation for a long and healthy education system has to be made. This will include education from the lowest to the highest level. This is done to improve the achievements in higher education and the throughput of knowledgeable individuals form higher education institutions. Quality knowledgeable professionals, teachers, academics, research and public service core are required. These knowledgeable individuals are required to build a new generation of knowledgeable individuals. This will also greatly impact on the socioeconomic development of the country.To develop world class learning institutions from schools to universities and centres for higher education over the next 20 years.

A new national framework of common objectives will be created and a new understanding between all relevant departments regarding education development and industry. Establish a national and educational science system that will promote the development of society. This will lead to more individuals attaining higher education and the increase is set to at least 30%. The increase of higher educational individual (especially Africans and woman) will have an improvement in innovation and research capacity. This national strategic plan is set to be carried out in 5 years and all these objectives have to be met.

  22. The Guidelines for Teacher Training and Professional Development in ICT is one of the initiatives undertaken by the Department of Education to implement the White Paper on e-Education. (Hindle, D. 2007)To be able to achieve the goals as set out by the national strategic objectives, the enforcers of education has to be trained and developed to be able to produce the required outcomes. The targets for the ICT development program are as follows

Students that are currently at higher education institutions should be fast tracked to adoption level before the end of their study period.
