PREFACE
The publication of Consumer Price Index of 90 Cities in Indonesia (2018=100) 2020 presents the CPI and percentage of changes in
each city, as well as the composite (national) index by group and sub-group expenditure per month in 2020. In the presentations of the data,
each city is presented with 2 (two) graphs, i.e. graphs of monthly general inflation/deflation and CPI by expenditure group in each city in 2020.
Appreciation is expressed to all parties who have been involved in the preparation of this publication, especially for data providers who
have continuously contributed to data collection activities.
BPS always strives to enhance this publication, in terms of data collection, calculation, and dissemination. Therefore, suggestions and
critics from all parties are expected for the refinement and development of this publication.
This publication is expected to meet the needs of consumer data, both for planning and analysis, as well as evaluation of economic

PENJELASAN METODOLOGI
Publikasi Indeks Harga Konsumen (IHK) tahun
2020 menyajikan perkembangan IHK 90 kota (34 ibukota
provinsi dan 56 kota) di Indonesia. Penyajiannya berupa
IHK dan persentase perubahan indeks (inflasi/deflasi) di
setiap kota serta indeks gabungan (nasional) menurut
kelompok dan sub kelompok pengeluaran per bulan
selama tahun 2020.
IHK dihitung berdasarkan hasil pengolahan Survei
Harga Konsumen (SHK) di setiap kota. SHK meliputi jenis
barang dan jasa dengan kualitas/merek yang umumnya
banyak dikonsumsi oleh masyarakat di kota yang
bersangkutan. Data Harga Konsumen diperoleh dari
responden/pedagang eceran terpilih.
Secara umum, rancangan sampling yang
digunakan untuk pemilihan kota IHK (90 kota), pasar, dan
responden/pedagang eceran adalah non probability
sampling, namun dalam pencacahan tarif sewa/kontrak
rumah dan upah pembantu rumah tangga/baby sitter,
digunakan systematic random sampling.
EXPLANATION OF METHODOLOGY
The publication of Consumer Price Index (CPI)
2020 presents the growth of CPI in 90 cities (34 provincial
capitals and 56 cities) in Indonesia. It is presented in CPI
and the percentage change of the index (inflation/deflation)
in each city and the composite index (national) by the
expenditure groups and sub-groups per month in 2020.
CPI is calculated based on the result of consumer
prices surveys in each city. Data collection of the
consumer prices covers the goods and services which
quality/brands are generally consumed by the people in
the respective city. The consumer prices data are obtained
from the selected respondents/ retailers.
In general, sampling design used either for
selecting the CPI cities (90 cities), the markets and the
respondents/ retailers are non probability sampling, but, in
the data collection of rental/ leasing house tariff and
housemaid/ baby sitter wages, systematic random
sampling is used.

Sebagai pelengkap SHK, juga dilakukan survei
volume penjualan eceran khusus beras dan survei volume
penjualan eceran komoditas tertentu, seperti bensin,
bahan bakar rumah tangga, barang lainnya dengan
kualitas yang beragam.
SHK di masing-masing kota meliputi 248-473 jenis
barang dan jasa hasil Survei Biaya Hidup (SBH) 2018
yang diwakili oleh 1–3 kualitas/merek untuk setiap
komoditas. Jumlah jenis barang dan jasa untuk setiap kota
berbeda dan dipilih berdasarkan kriteria tertentu, sesuai
dengan jenis barang dan jasa yang banyak dikonsumsi
masyarakat kota yang bersangkutan. Untuk melakukan
SHK diperlukan beberapa daftar isian dengan periode
pencacahan yang berbeda ( mingguan, dua mingguan,
dan bulanan).
Penghitungan IHK di 90 kota menggunakan tahun
dasar 2018=100. Secara umum penghitungan IHK dapat
diuraikan sebagai berikut: data harga suatu komoditas
yang diperoleh dari hasil observasi bulan berjalan (Pni)
dibandingkan dengan data harga komoditas yang sama
pada bulan sebelumnya (P(n-1)i) untuk memperoleh relatif
harga bulan berjalan.
As a complement to the consumer prices data
collection, the particular survey of retail sales volume of
rice, are also conducted certain commodities, such as
gasoline, household fuel, and other goods with varying
qualities.
Consumer price data collection in each city covers
248-473 types of goods and services from the results of
the 2018 Cost of Living Survey (CLS) that are represented
by 1-3 qualities/ brands for each commodity. The number
of goods and services types for each city is different, it is
selected based on certain criteria, in accordance with
goods and services which are widely consumed by people
in the respective city. The data collection of consumer
prices needs some checklists with different survey periods
(weekly, biweekly, and monthly).
The calculation of the CPI in 90 cities uses the base
year 2018=100. In general, the calculation of the CPI can
be described as follows: the price data of a commodity
obtained from the observation in current month (Pni) is
compared with the price data of the same commodity in
the previous month (P(n-1)i) to obtain the relative price of
the current month.
