G.S.R. 196. – In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules further to amend the Border Roads Organization (Additional
Director, General (Border Roads) Recruitment Rules, 1990 namely :-
1. (1) These rules may be called the Border Roads Organization (Additional Director, General
Border Roads)Recruitment )Amendment) Rules, 2004.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the schedule to the Border Roads Organization )Additional Director, General Border
Roads) Recruitment Rules, 1990 under column 12, for the existing entries, the following shall be
substituted, namely :-
“Promotion : Chief Engineer (Civil) or Border Roads Engineering Service with three years regular
service in the grade (out of which two years regular service shall be as Chief Engineer in charge of Border
Roads Organization Project)failing which Chief Engineer )Civil of Border Roads Engineering Service with
six years combines regular service in the grade of Superintending Engineer (Civil) in the pay scale of
Rs.14300-18300 and Chief Engineer )Civil) in the pay scale of Rs.18400-22400 out of which Minimum
one year’s regular service in the grade of Chief Engineer (Civil) in a Border Roads Organization Project’.

G.S.R. 45. – In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules further to amend the Post of Chief Engineer (Electrical and
Mechanical) in the Ministry of Road Transport and Highways, in the Border Roads Organization, namely
:-
1. Short title and commencement – (1) These rules may be called the Border Roads
Engineering Service Group ‘A’ (Chief Engineer (Electrical and Mechanical) ) Recruitment Rules, 2002.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and scale of pay – The number of the said post, its
classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the
Schedule annexed to these rules.
3. Method of recruitment, age limit, qualifications etc – The method of recruitment to the said
post, age limit, qualifications and other matters relating thereto shall be as specified in columns 5 to 14
of the said Schedule.
4. Disqualification._ No person, _
(a) Who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person.
Shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under
the personal law applicable to such person and the other party to the marriage and that there are other
grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. _ Where the Central Government is of the opinion that it is necessary
or expedient so to do. It may, by order, for reasons to be recorded in writing, and in consultation with
the Union Public Service Commission relax any of the provisions of these rules with respect to any class
or category of persons.
6. 6. Saving. _ Nothing in these rules shall affect reservations, relaxation of age limit and
other concessions to be provided for the Scheduled Castes, the Scheduled Tribes, other Backward
classes, Ex-serviceman and other special categories of persons in accordance with the orders issued by
the Central Government from time to time, in this regard.

G.S.R. 190(E). – In exercise of the powers conferred by the proviso to article 309 of the Constitution,
and in supersession of the Border Roads Engineering Service Group ‘A’ Rules, 1977, in-so-far as they
relate to the posts of Executive Engineer (Civil) and Executive Engineer (Electrical & Mechanical) Non-
Functional Selection Grade, except as respects things done or omitted to be done before such
supersession, the President hereby makes the following rules regulating the method of recruitment to
the posts of Executive Engineer (Civil) and Executive Engineer (Electrical & Mechanical) Non-Functional
Selection Grade, in the General Reserve Engineer Force in the Border Roads Development Board in the
Ministry of Road Transport and Highways, namely:-
1. Short title and commencement – (1) These rules may be called the Border Roads
Engineering Service Executive Engineer (Civil) and Executive Engineer (Electrical & Mechanical) Non-
Functional Selection Grade (Group ‘A’ posts) Recruitment Rules, 2004.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application – These rules shall apply to the posts of specified in column 1 of the Schedule
annexed to these rules.
3. Number of posts, classification and scale of pay – The number of the said post, their
classification and the scale of pay attached thereto shall be as specified in columns 2 to 4 of the said
Schedule.
4. Method of recruitment, age limit, qualifications etc – The method of recruitment to the
said post, age limit, qualification and other matters relating thereto shall be as specified in columns 5 to
14 of the said Schedule.
5. Disqualification._ No person, _
(a) Who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person.
Shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under
the personal law applicable to such person and the other party to the marriage and that there are other
grounds for so doing, exempt any person from the operation of this rule.
6. Powers to relax. _ Where the Central Government is of the opinion that it is necessary or
expedient so to do. It may, by order, for reasons to be recorded in writing, and in consultation with the
Union Public Service Commission relax any of the provisions of these rules with respect to any class or
category of persons.
7. Saving. _ Nothing in these rules shall affect reservations, relaxation of age limit and other
concessions to be provided for the Scheduled Castes, the Scheduled Tribes, and other special
categories of persons in accordance with the orders issued by the Central Government from time to
time, in this regard.

G.S.R. 237. – In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the posts of
Director (Administration) and Joint Director (Administration) in the Ministry of Roads Transport and
Highways in the Border Roads Organization, namely:-
1. Short title and commencement – (1) These rules may be called the General Reserve
Engineer Force Director (Administration) and Joint Director (Administration) Recruitment Rules, 2003.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and scale of pay – The number of the said post, its
classification and the scale of pay attached thereto, shall be as specified in columns 2 to 4 of the
Schedule annexed to these rules..
3. Method of recruitment, age limit, qualifications etc – The method of recruitment to the
said post, age limit, qualification and other matters relating thereto shall be as specified in columns 5 to
14 of the said Schedule.
4. Disqualification._ No person, _
(a) Who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person.
Shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other
grounds for so doing, exempt any person from the operation of this rule.
5. Powers to relax. _ Where the Central Government is of the opinion that it is necessary or
expedient so to do. It may, by order, for reasons to be recorded in writing, and in consultation with the
Union Public Service Commission relax any of the provisions of these rules with respect to any class or
category of persons.
6. Saving. _ Nothing in these rules shall affect reservations, relaxation of age limit and other
concessions to be provided for the Scheduled Castes, the Scheduled Tribes, Other backward Classes,
Ex-Servicemen and other special categories of persons in accordance with the orders issued by the
Central Government from time to time, in this regard.

Schedule.
4.. Method of recruitment, age limit, qualifications etc – The method of recruitment to the
said post, age limit, qualification and other matters relating thereto shall be as specified in columns 5 to
14 of the aforesaid Schedule.
5. Disqualification._ No person, _
(a) Who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person.
Shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under
the personal law applicable to such person and the other party to the marriage and that there are other
grounds for so doing, exempt any person from the operation of this rule.
6. Special requirement regarding liability to serve – Any person appointed to the service
shall, if so required, be liable to serve in any Defence Services or post connected with the Defence of
India for a period of not less than four years including the period spent on training, if any :
Provided that such a person, -
(a) Shall not be required to serve as aforesaid after the expiry of ten years from the date of
appointment; and
(b) Shall not ordinarily be required to serve as aforesaid after attaining the age of forty years.
7. Powers to relax. _ Where the Central Government is of the opinion that it is necessary
or expedient so to do, It may, by order, for reasons to be recorded in writing, and in consultation with
the Union Public Service Commission relax any of the provisions of these rules with respect to any class
or category of persons.
8. Saving. _ Nothing in these rules shall affect reservations, relaxation of age limit and other
concessions to be provided for the Scheduled Castes, the Scheduled Tribes, Other backward Classes,
Ex-Servicemen and other special categories of persons in accordance with the orders issued by the
Central Government from time to time, in this regard.

G.S.R. 57. – In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the posts of Senior
Private Secretary of Group ‘B’ (Gazetted) in the Border Roads Organization in the Ministry of Road
Transport and Highways, namely:-
1. Short title and commencement – (1) These rules may be called the General Reserve
Engineer Force Senior Private Secretary ) Recruitment Rules, 2003.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of posts, classification and scale of pay – The number of the said post, its
classification and the scale of pay attached thereto, shall be as specified in columns 2 to 4 of the
Schedule annexed to these rules.

Short title and commencement – (1) These rules may be called the Border Roads Engineering Service Group ‘A’ (Chief Engineer (Electrical and Mechanical) ) Recruitment Rules, 2002.
