The Estonian Librarians Association (ELA) has been discussing strategic planning since 2009. They held brainstorming sessions, work group discussions, and training to develop a strategic plan. The mission of ELA is to help preserve Estonian national identity through supporting libraries. Their vision is to bring together different types of libraries and act as a policymaker and information moderator. Key areas of focus include members, managing the organization, training, and partnerships.
