Pearce comment: The advantage of this chart is that it is simple and therefore easy to understand. If that is the main goal (simplicity) then it may be the best way to go. However, my concern with this chart is that it reinforces the notion that NextGen is focused on FAA ATO and modernization. I’d focus the message at a higher level (still a short story, but admittedly more complex). So, Automation-Assisted Trajectory-Based Air Traffic Management; High-Density Metroplex and Airport Operations; Clean, Efficient Aircraft Operations; Net-centric Information Sharing; and Safety and Security Risk Management. I think the message is that NextGen will be achieved through addressing all three major components of the system – CNS/ATM; Aircraft; Airports – and that those components will be connected through a network-centric information sharing system and the whole system-of-systems is risk managed.
