There is a common cause to various social issues we are facing nowadays, which is no job. Unemployment is the root cause to poverty, income polarization, homelessness and etc. In Peel, 25% of the population are highly educated immigrants; while immigrants are facing unfavourable employment condition.
There is a common cause to various social issues we are facing nowadays, which is no job. Unemployment is the root cause to poverty, income polarization, homelessness and etc. In Peel, 25% of the population are highly educated immigrants; while immigrants are facing unfavourable employment condition.
After Peel Labour Market Survey, Laureen asked me to find her the top 20 Toronto employers which are likely to hire highly educated immigrants. At that time, I made two assumptions. First, the value of highly educated people is their knowledge, experience and their intellectual ability. So, intellectual property oriented companies, or specifically, patent based companies should need such people, especially in natural science and engineering. With these two assumption, by patent analysis, I found her 20 employers in Toronto different from those found by traditional criteria, such as benefit, number of employees. After I finished my contract with Region of Peel in 2009, I extended this employer name list into a Canadian Patent Competitive Intelligence database, includes 2948 employers’ data, up to this Tuesday.

Meanwhile, there is a federal mandate, Advantage Canada, which is to build work force with knowledge advantage. We propose to use the patent information to harmonize strategic policies under such mandate.
Therefore, analyzing public revealed patent documents into patent mapping or patent landscape will give us competitive intelligence, or CI with the view of strength, weakness, opportunity and threat.
Such patent CI can identify the market’s big picture, such as competitors, strengths, etc. It can also answer the questions regarding who, when, where, what and how. This provides foundation of top-down policy harmonization to nurture knowledge advantages through the mandates of various government level.
Here are the applications of patent mapping in region of Peel. First, we propose to extend the mindset of labour market into talent market, which is called PSEM. Under patent scheme, we match the job seekers’ expertise with employers’ patent competences to find potential employers. By analyzing patent database, we obtain the latest job market intelligence. And finally, we use CI for corporate decision making and strategic evaluation.
By working on 9 Ontario Works cases, we validate the concept of PSEM to be a viable solution. We also conducted a miniature Peel Talent Market Survey on immigrants’ intellectual capacity diversity.
The Peel’s patent landscape help to save the Region $3.77 million on bond interest cost. This June, Peel’s intangible asset analysis successfully support the Corporation to obtain Standard & Poor’s tripple A sub sovereign credit rating. And develop the original Peel’s patent map in Peel’s technology competence in the US market.
