ADMINISTRATIVE DIVISION
Works with the Department Head in developing, planning, directing and
implementing all administrative service functions and procedures to be followed by
the office;
Supervise personnel administrative functions such as promotions, transfer, the
administration of fringe benefits, and the improvement and maintenance of employee
relations, attendance, etc.
Supervise supply and records services, general clerical, janitorial, security and
transportation services, property utilization and building maintenance and repair
services;
Prepare and execute budget, control disbursement of payrolls and expenditures,
assist in preparation of progress reports, statistics, budget request, research and
analyses;
2. Review, check and certify communications, supply procurement and distribution,
personnel and other routine office transactions;
Prepare correspondence, letters, memoranda, circulars, etc. for the signature of the
Department Head;
Confers with Department Head on matters requiring policy determining issues and
decision; and
Perform other related function as required.

PROJECT DEVELOPMENT DIVISION
3. Provide technical assistance in project development activities to sectors and
agencies involved in all socio-economic programs;
Lay-out, organize, coordinate and supervise a variety of trainings to effect various
programs and projects;
Prepare proposals and programs relative to the implementation of development
projects;
Take the lead and/or supporting role in the implementation of special and other
developmental projects including proper documentation of status of implementation;
Conduct project studies on proposed provincial developmental programs and
projects, in coordination with concerned line agencies and sectors;
Recommend solutions to problems encountered and changes in program objectives
and operation and adjustment on resource utilization as a consequent of the study;
Maintain liaison and coordinate with local and national agencies and the private
sector relative to the implementation of special and other development projects and
programs;
Analyze resources in the province to characterize present situation and potential
development;
Conduct/facilitate investment generation and promotion;
Gather and analyze data for developing information system;
Design and specify systems and methods for computer-based information systems;
Document results of analysis of various sectors, design and implementation;
Work with sectoral committees in the development and application of urban/rural
development objectives;
Coordinate PDC Sectoral Committee activities; and
Perform other related functions as required.

MONITORING, EVALUATION, RESEARCH
AND STATISTICS DIVISION
Monitor and evaluate the implementation of the different development programs,
projects and activities in the province;
Make periodic assessment of the varying trends of sectoral growth indicative of the
economic development of the province’s design;
Conduct continuing analysis and evaluation of reports, data, and problems
encountered;
Provide ready reference and information on the past and current status of projects
and programs;
Recommend guidelines on policy decision as a consequent of project and program
evaluation;
Provide necessary and relevant information to all interested clientele both in the
private and public sector;
Conduct actual field inspections and evaluation of programs and projects;
Provide feedback mechanism on projects being monitored to arrive at a solution and
new approaches for future implementation;
Plan and coordinate research programs for improving methods and techniques for
collecting, processing and analyzing statistical data;
Provide technical and statistical support to the other divisions, particularly in the
formulation of plans and programs;
Collect relevant data and reports and compiling it into consolidated report forms,
profiles and documents;
Prepare statistical charts, drafts and other statistical devices;
5. Apply statistical analysis for impact evaluation of past and current programs and
projects;
Consolidate assessment and evaluation results and determine factors influencing the
implementation of programs and projects;
Act as sector coordinator of PDC Sectoral Committee; and
Perform other related functions as may be required.

PLANNING DIVISION
Provide technical assistance in terms of planning and project preparation to sectors
and agencies involved in Agriculture, Infrastructure, fiscal and other socio-economic
programs of the province;
Integrate and coordinate all sectoral plans and studies undertaken by the different
functional groups or agencies;
6. Prepare short, medium and long range plans and programs;
Translate administration policies into specific plans and programs;
Provide reference documents as basis for the evaluation of on-going projects and
programs in consonance with existing plans;
Assist in the coordinative function of pooling the technical resources of the province
as can be provided by all government agencies operating within the province;
Recommend guidelines necessary in the formulation of policy decisions relative to
adopted plans and programs;
Propose relevant projects and programs consequent to formulated and adopted
provincial plans;
Conduct studies, researches and relevant trainings necessary to evolve plans and
programs for implementation;
Maintain liaison with government agencies, the public and private sector to promote
and stimulate the development plans of the province;
Conduct relevant symposia necessary to evolve plans and programs for
implementation;
Act as sectoral coordinator of the PDC Sectoral Committee; and

PROVINCIAL GOVERNMENT DEPARTMENT HEAD
Formulate an integrated economic, social, physical, and other development plans and
programs for implementation;
Conduct continuing studies, researches and training programs necessary to evolve
plans and programs for implementation;
Integrate and coordinate all sectoral plans and studies undertaken by the different
functional groups or agencies;
Monitor and evaluate the implementation of the different development programs,
projects and activities in the province in accordance with the approved development
plans;
Prepare comprehensive plans and other development planning documents for the
consideration of the Provincial Development Council;
Analyze the provincial income and expenditure patterns, and formulate and
recommend fiscal plans and policies for consideration of the finance committee of the
Province as provided under the local Government Code;
Promote people participation in development planning within the Province;
Exercise supervision and control over the Secretariat of the Provincial Development
Council;
Exercise general supervision and control of the day-to-day activities of office
personnel; and
Exercise such other powers and perform such other functions and duties as may be
prescribed by law or ordinance.
PROVINCIAL GOVERNMENT ASSISTANT DEPARTMENT HEAD
Assist the Provincial Planning and Development Coordinator in the performance of all
his duties and responsibilities;
Exercise such other powers and performs such other functions as may be delegated
to him by the PPDC.
