Overall objective:
To promote actively the extensive dissemination of sustainable water
management policies and practices in the region given the context of
increasing water scarcity, combined pressure on water resources from a
wide range of users and desertification processes, in connection with
climate change.
SWIM specific Objectives (1/2)
• Support PCs in designing and implementing sustainable
water management policies in liaison with existing relevant
initiatives in the area;
• Contribute to institutional reinforcement, planning and
management skills and facilitate know-how transfer.
• Raise awareness on the need to implement more sustainable
water consumption models and on the adoption of possible
solutions to meet the existing and forthcoming challenges;
SWIM specific Objectives (2/2)
• To demonstrate the applicability of the concepts and
practices set in the draft Strategy for Water in the
Mediterranean and in the H2020 Initiative to De-pollute
the Mediterranean Sea;
• To disseminate widely good practices and state-of-the-art
technologies at national and regional levels, in view of
enhancing their replicability in other areas of the
Mediterranean.

The five SWIM – Demonstration Projects
Three (3) main priorities:
1) Enhancing effective water governance for integrated
water resources management;
2) Adapting to climate change and enhancing drought and
flood management
3) Promoting water demand management and efficiency,

Priority 1: Effective water governance for IWRM
SWIM – All Across the Jordan: Trans-boundary NGO Master
Planning of the Lower Jordan River Basin
Countries: Jordan, Israel, Palestine
Leader: Water and Environment Development Organization
(WEDO)/ Friends of the Earth Middle East (FoEME)
Objectives:
 Produce the first ever trans-boundary integrated master
plan for the Lower Jordan River;
 Advance political will for a regional IWRM approach among
key figures in the three countries;
Priority 2: Climate change adaptation and
drought / flood management
1- Adaptation to Climate Change of the Mediterranean
Agricultural Systems (SWIM – ACLIMAS):
Countries: Egypt, Jordan, Lebanon, Morocco, Syria, Tunisia
Leader: International Centre for Advanced Mediterranean
Agronomic Studies (CIHEAM) - Mediterranean Agronomic
Institute of Bari (IAM Bari)
Objective: Promote the adaptation of Mediterranean
agricultural systems to climate change by combining plant
varieties tolerant to abiotic stresses with locally-tailored
land and water management techniques to conserve soil
moisture, prevent erosion, fertility loss and salinization.
Priority 2: Climate change adaptation and
drought / flood management
2-Water harvesting and Agricultural techniques in Dry lands:
an Integrated and Sustainable model in Maghreb Regions
(SWIM WADIS-MAR)
Countries: Algeria and Tunisia (focus on one watershed each)
Leader: Desertification Research Group, University of Sassari
(NRD-UNISS), Italy
Objectives:
 Integrated water harvesting & aquifer recharge systems;
 Water availability increase and best agricultural practices
for water efficiency & pollution reduction;
 Flood flow and run-off management (against erosion)
Priority 3: Water demand management including non-
conventional water resources
1-Innovative Means to Protect Water Resources in the
Mediterranean Coastal Areas through Re-injection of
Treated Water (SWIM-IMPROWARE)
Countries: Egypt and Tunisia
Leader: Italian Ministry of the Environment, Land and Sea
(IMELS) – Italy
Objectives:
 Enhance the recharge of coastal aquifers by injecting
treated wastewater of appropriate quality;
 Contrast the overexploitation of potable groundwater and
increase water availability for local communities,
 Disseminate the practices and lessons learnt inside the
two countries and in other Mediterranean countries;
Priority 3: Water demand management including non-
conventional water resources
2- Network of demonstration activities for sustainable
integrated wastewater treatment and reuse in the
Mediterranean (SWIM- Sustain Water MED)
Countries: Egypt, Jordan, Morocco and Tunisia
Leader: Deutsche Gesellschaft für Internationale
Zusammenarbeit (GIZ) GmbH
Objectives and type of activities:
 Demonstrate the economic benefit of secondary treated
wastewater for irrigation in Egypt through decentralised
secondary treatment of primary effluents combined with the
application of innovative irrigation and crops technology

  • 2. The EC-Funded Sustainable Water Integrated Management (SWIM) Programme Support Mechanism 6.7 Mi Euro, 2011-2014 SWIM-SM 5 Demonstration Projects 15 Mi Euro, 2012-2014 Overall objective: To promote actively the extensive dissemination of sustainable water management policies and practices in the region given the context of increasing water scarcity, combined pressure on water resources from a wide range of users and desertification processes, in connection with climate change.
  • 3. SWIM specific Objectives (1/2) • Support PCs in designing and implementing sustainable water management policies in liaison with existing relevant initiatives in the area; • Contribute to institutional reinforcement, planning and management skills and facilitate know-how transfer. • Raise awareness on the need to implement more sustainable water consumption models and on the adoption of possible solutions to meet the existing and forthcoming challenges;
  • 4. SWIM specific Objectives (2/2) • To demonstrate the applicability of the concepts and practices set in the draft Strategy for Water in the Mediterranean and in the H2020 Initiative to De-pollute the Mediterranean Sea; • To disseminate widely good practices and state-of-the-art technologies at national and regional levels, in view of enhancing their replicability in other areas of the Mediterranean.

The SWIM Program Bridges Partners Countries & Initiatives Related to Water & Pollution SWIM Partner Countries: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria* and Tunisia Dynamicinteraction Mediterranean Component of EU Water Initiative (MED EUWI) Horizon 2020 Initiative to de-pollute the Mediterranean Sea UfM Draft Strategy for Water in the Mediterranean (SWM) UNEP/MAP GEF MedPartnership Other regional and National relevant initiatives and projects *In May 2011, the European Union decided to suspend all cooperation with Syrian authorities
  • 6. SWIM-Support Mechanism (2010-2014): approach ‐ A Demand-driven project ‐ Promotion of synergies and collaborations with relevant centres of excellence, projects and initiatives ‐ Exchange of experiences North-South and South-South ‐ Focus on best practices and replication ‐ Communication and Visibility Efforts

In the Partners Countries: ‐ The Ministry responsible for Water as the official counterpart of the Project; ‐ A National Focal Point nominated by the Ministry to be the counterpart of the SWIM-SM technical Team; ‐ An Environment Liaison Officer nominated by the Ministry of the Environment to ensure synergy with the water activities financed under Horizon 2020 and other regional activities (GEF, MAP etc.). The five SWIM – Demonstration Projects Three (3) main priorities: 1) Enhancing effective water governance for integrated water resources management; 2) Adapting to climate change and enhancing drought and flood management 3) Promoting water demand management and efficiency, including non-conventional water resources
  • 11. Priority 1: Effective water governance for IWRM SWIM – All Across the Jordan: Trans-boundary NGO Master Planning of the Lower Jordan River Basin Countries: Jordan, Israel, Palestine Leader: Water and Environment Development Organization (WEDO)/ Friends of the Earth Middle East (FoEME) Objectives:  Produce the first ever trans-boundary integrated master plan for the Lower Jordan River;  Advance political will for a regional IWRM approach among key figures in the three countries;
  • 12. Priority 2: Climate change adaptation and drought / flood management 1- Adaptation to Climate Change of the Mediterranean Agricultural Systems (SWIM – ACLIMAS): Countries: Egypt, Jordan, Lebanon, Morocco, Syria, Tunisia Leader: International Centre for Advanced Mediterranean Agronomic Studies (CIHEAM) - Mediterranean Agronomic Institute of Bari (IAM Bari) Objective: Promote the adaptation of Mediterranean agricultural systems to climate change by combining plant varieties tolerant to abiotic stresses with locally-tailored land and water management techniques to conserve soil moisture, prevent erosion, fertility loss and salinization.
  • 13. Priority 2: Climate change adaptation and drought / flood management 2-Water harvesting and Agricultural techniques in Dry lands: an Integrated and Sustainable model in Maghreb Regions (SWIM WADIS-MAR) Countries: Algeria and Tunisia (focus on one watershed each) Leader: Desertification Research Group, University of Sassari (NRD-UNISS), Italy Objectives:  Integrated water harvesting & aquifer recharge systems;  Water availability increase and best agricultural practices for water efficiency & pollution reduction;  Flood flow and run-off management (against erosion)

Priority 3: Water demand management including non- conventional water resources 1-Innovative Means to Protect Water Resources in the Mediterranean Coastal Areas through Re-injection of Treated Water (SWIM-IMPROWARE) Countries: Egypt and Tunisia Leader: Italian Ministry of the Environment, Land and Sea (IMELS) – Italy Objectives:  Enhance the recharge of coastal aquifers by injecting treated wastewater of appropriate quality;  Contrast the overexploitation of potable groundwater and increase water availability for local communities,  Disseminate the practices and lessons learnt inside the two countries and in other Mediterranean countries;
  • 15. Priority 3: Water demand management including non- conventional water resources 2- Network of demonstration activities for sustainable integrated wastewater treatment and reuse in the Mediterranean (SWIM- Sustain Water MED) Countries: Egypt, Jordan, Morocco and Tunisia Leader: Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH Objectives and type of activities:  Demonstrate the economic benefit of secondary treated wastewater for irrigation in Egypt through decentralised secondary treatment of primary effluents combined with the application of innovative irrigation and crops technology
