2. Background
 A medico-legal case is a case of injury/
illness where the attending doctor, after
eliciting history and examining the
patient, thinks that some investigation by
law enforcement agencies is essential to
establish and fix responsibility for the case
in accordance with the law of the land.

 eMLC is a simple IT implementation with
potential to bring much needed
transparency in medico legal system in
India.

4. Background
 There is an involvement of
'Medico Legal Case sheet'
(MLC) for all trauma &
suspected poisoning cases in
India.
 Manual entry in this form of
judicial importance is both
time consuming and prone to
tampering.
 Even if it is filled by time
constrained doctor in the
Trauma center, more than
often it is illegible thereby
becoming a major road block
in resolving cases.

5. Material and Methods
 To come out of this dilemna, AIIMS
implemented an electronic medical
record system with the objective of
creating a tamper-proof eMLC that could
be printed in a format mandated by law
thereby satisfying all legal requirements

The implementation was carried out in four phases
Phase I (13/10/11
to 31/3/13)
•The manual
format was
replicated
electronically in
the software.

15/7/13)
• Intervention based
changes were made in
the existing template to
give a more accurate
information about the
management of airway,
breathing and circulation

onwards)
• Integration of
patient
photograph into
the eMLC for
authentic patient
identification.

•the images of
patient
wounds can
also be
integrated
into the MLC

10. WORKFLOW
After registration, photo
of the patient is captured
with the registration slip.
Patient photo is then
uploaded by the NIS in
the software.
The doctor makes the
MLC and uploads photo
of patient.

11. WORKFLOW
The printout of the
MLC is obtained by
NIS.
NIS gets the MLC
duly signed by the
concerned doctor
after verification.
2 copies of signed
MLC is handed
over to the duty
constable by NIS.

13. Results
 The total number of MLCs made in Phase I
is 34,324 and in Phase II and III, it is 8043
and 2426(till 2/8/13) respectively. All the
MLCs are electronically made from
13/10/11 onwards while patient images
are uploaded in all MLCs from 16/7/13.

14. Conclusion
 NIS has played an active role in the implementation
of the MLC Programme. This system has been
successful due to the efforts put by NIS.
 NIS is involved in
 Providing training to SR, JR.
 Ensure 24*7 computers and network are functioning
well.
 Upload photos in MLC programme.
 Ensure MLC record are duly printed and signatures are
put by concerned SR, JR and handed over to Duty
Constable.

15. Conclusion
 The implementation of this system has simplified the
work of doctors, police and the judiciary. Doctors
no longer have to waste time entering
demographics of the patient because all medical
details in eMLC are easy to enter as they are
template driven.
 It also prevents duplication of work. The software
enables the police and judiciary to
procure tamperproof (authentication can be done
online), legible and fully filled documents.

16. Conclusion
 There are occasions when there is a
doubt on the authenticity of the MLC and
by virtue of eMLC, one could easily check
the scanned record and verify the
authenticity immediately.
