- Good morning Ladies and Gentleman, my name is D.M. I may shortly introduce myself: I am working in the Centre for E-Government of the Danube University Krems. It is my pleasure and honour to be here today. I may briefly give you an overview and introduce to you the e-participation and e-democracy initiatives in Austria.
- E-Democracy is not a new form of democracy, just a new way
- Starting position ⊠eDemocracy & eParticipation are central topics for the future Strategy serves as a starting point for projects and further guidelines.
- Projekte & Planung: Um die Potentiale zu nutzen empfiehlt sich Projekte im Bereich der E-Democracy durchzufĂŒhren. In der Planung sollten bestehende Erfahrungen berĂŒcksichtigt werden. FrĂŒhzeitige Einbindung und Beteiligung aller Interessierten und Betroffenen ist dabei zu gewĂ€hrleisten. Koordination, Monitoring & Evaluation von E-Democracy Projekten : Die Projekte mĂŒssen beobachtet und evaluiert werden, um die notwendigen Erfahrungen fĂŒr zukĂŒnftige Projekte in diesem aktuellen Feld sammeln und wieder zur VerfĂŒgung stellen zu können. Evaluation der verfahren und der Ergebnisse sind die Projekte einzuplanen. InterdisziplinĂ€re Forschung : Aufbauend auf den bisherigen wissenschaftlichen Erkenntnissen zur traditionellen Partizipation, sind die PhĂ€nomene der E-Partizipation und der Sozialen Medien in den nĂ€chsten Jahren verstĂ€rkt zu untersuchen. Bisher finden sich nur vereinzelt interdisziplinĂ€re Forschungsprojekte, daher sind wissenschaftliche Begleitungen und Aufarbeitung von Projekten empfehlenswert. Evaluation und UnterstĂŒtzung der neuen IntermediĂ€re : National und International ist zu beobachten, dass Kommunikation und Interaktion zwischen Politik, Verwaltung und Gesellschaft vermehrt auf unabhĂ€ngigen Plattformen der organisierten Zivilgesellschaft (zB Vereine) stattfindet. Neben der Evaluation dieser Projekte und der Ausarbeitung von Richtlinien bietet sich auch die Möglichkeit, Projekte gezielt zu fördern. Demokratiepolitische Weiterbildung der UserInnen:
- The 4 e-participation phases (based on a model developed by Piswanger, 2004) in the project were: 1. Information and communication; 2. Analysis; 3. Validation; 4. Publication. These 4 phases provided the participants with a schedule and an outline of what they are required to do, and, at the same time, ensured the transparency of the project. The project mitmachen.at was the first e-participation project to add the fourth phase, publicising the results and making them available to political actors (all results are still available on the website www.mitmachen.at).
- "MeinParlament" Austria This independent project is provided by the NonProfit Organisation "Politik Transparent", and supported by the Austrian Parliament S chirmherrschaft of the 3 Presidents of the Federal Assembly enabled by a cooperation with its German partner-site and 10 Austrian media. The site was launched (on the 22th of August 2008) during this parliamentary election campaign. In one month, till the polling day - the day before yesterday - about 2.500 user-questions reached the candidates. This project allows the citizens to: view and compare the (political) programs of 7 different parties, find (more than 2.000) profiles of candidates (also for their own constituency) ask questions, that are usually answered within a week, read all the collected answers - (which are) clearly arranged and searchable by party, regional and local constituency Also the politicians' work is faciliated, because they can give clearly laid-out answers refer to their prior answers (in case of multiple similar questions) (After the Election,) From this October on, users will also be able to: ask the (183) Members of Parliament view collected, relevant information about these persons check their track record - including work in the committees, speeches and voting in Plenum deal directly with the persons (who are) responsible/ answerable for specific matters , cause the MPs (and members of a committee) are also searchable by themes, Track the (important/decisive) committees' work

- Anwendungen werden laufend anwenderfreundlicher, erfolgreiche Web 2.0 Projekte sind in wenigen Sekunden selbsterklĂ€rend. Nach den aktuellen GfK Zahlen liegt Ăsterreich mit 71 % gleich auf mit den USA. Zur Nutzungsfrequenz liegen keine Vergleichswerte vor, doch ist von einer wesentlich höheren Frequenz der US-amerikanischen NutzerInnen auszugehen. Heute strömen bereits die ersten Jugendlichen auf den Arbeitsmarkt, die mit dem Internet aufgewachsen sind (Digital natives). Sie sind es gewohnt, online zu organisieren, zu bewerten, sich zu vernetzen und Projekte gemeinsam voranzutreiben.
