Development of e-Democracy in Bulgaria

    According to the Bulgarian Constitution, Art. 8.: ”The power of the
     State is divided between legislative, executive and judicial branches.”
    Bulgaria is striving to develop e-Democracy in all three branches of
     power and at all levels of governance: national, regional and local
     authorities
    All those activities and measures are aimed at benefiting citizens and
     businesses and improvement and increased efficiency of state
     administration
    The country is applying the most up-to-date Information and
     Communication Technologies (ICT) as a tool for further social and
     economic development, strengthening of democracy and market
     economy
Current developments in e-Parliament, e-
Government and e-Justice in Bulgaria


   The aims are formulated by the National Reform Program, the
    National Strategic Reference Framework and need to be faced in the
    next few years
   Bulgarian institutions are trying to solve the challenges with the
    support of national, European and International funds
   By observing European quality standards and best practices,
    Bulgarian institutions strive to produce best practices, which can be
    shared with other European member states, candidate-member states
    and other countries
   The establishment of an International Regional Centre for promotion
    and development of e-Democracy and e-Governance in Bulgaria is
    yet another challenge which will further development and will serve
    as a positive incentive for other countries in the region and in the
    world
   Bulgarian institutions constantly exchange best practices with other
    states and institutions
Future developments of e-Democracy
in Bulgaria

   To continue the efforts for establishment of an International
    Regional Centre for e-Democracy in Bulgaria in partnership
    with other countries

   To propose new solutions based on cutting-edge ICT for the
    development of real democracy in the country

   All efforts for development of e-Democracy in Bulgaria must
    be kept in line with the efforts for achieving the objectives of
    the Strategy Europe 2020/Bulgaria 2020 which are crucial for
    all European Member states

#CeDEM12 Development of е-democracy in Bulgaria

  • 1. Development of e-Democracy in Bulgaria Savina Goleminova Faculty of Law Sofia University, Bulgaria  According to the Bulgarian Constitution, Art. 8.: ”The power of the State is divided between legislative, executive and judicial branches.”  Bulgaria is striving to develop e-Democracy in all three branches of power and at all levels of governance: national, regional and local authorities  All those activities and measures are aimed at benefiting citizens and businesses and improvement and increased efficiency of state administration  The country is applying the most up-to-date Information and Communication Technologies (ICT) as a tool for further social and economic development, strengthening of democracy and market economy
  • 2. Current developments in e-Parliament, e- Government and e-Justice in Bulgaria  The aims are formulated by the National Reform Program, the National Strategic Reference Framework and need to be faced in the next few years  Bulgarian institutions are trying to solve the challenges with the support of national, European and International funds  By observing European quality standards and best practices, Bulgarian institutions strive to produce best practices, which can be shared with other European member states, candidate-member states and other countries  The establishment of an International Regional Centre for promotion and development of e-Democracy and e-Governance in Bulgaria is yet another challenge which will further development and will serve as a positive incentive for other countries in the region and in the world  Bulgarian institutions constantly exchange best practices with other states and institutions
  • 3. Future developments of e-Democracy in Bulgaria  To continue the efforts for establishment of an International Regional Centre for e-Democracy in Bulgaria in partnership with other countries  To propose new solutions based on cutting-edge ICT for the development of real democracy in the country  All efforts for development of e-Democracy in Bulgaria must be kept in line with the efforts for achieving the objectives of the Strategy Europe 2020/Bulgaria 2020 which are crucial for all European Member states
