This document provides a summary of the state of open data in Germany in 2013 and 2014. It discusses the fragmented legal and policy framework at the federal, state, and local levels. Specifically, it notes there is no coherent national open data policy, weaknesses in implementing directives on public sector information and freedom of information laws, and room for improvement in data availability through national and local portals. The document is presented by Daniel Dietrich of the Open Knowledge Foundation, which promotes open data and knowledge through tools, projects and events.
