3. History
The Chiang Mai Municipality was formerly the sanitary district or Sukapiban. It was elevated to become the
Chiang Mai Municipality through the Municipal Act B.E. 2476 (1933) and was announced in the Government
Gazette Book No.52 section 80 on March 29, B.E. 2478 (1935). The Chiang Mai Municipality was the “ First Municipality
in Thailand” and the first Mayor was Mr. Worakorn Bucha.
The number of people increased, and the boundary of the Chiang Mai Municipality expanded due to the Royal
Decree announced in the special Gazette Book (issue no.100, section 53 on April 5, B.E. 2526
(1983)). The responsible area expanded from 17.50 square kilometers to 40.216 square kilometers.

4. History of the City Emblem
The City Emblem consists of the Suthep mountain pagoda, clouds, dragons, rice stalks, and a Thai flower.

6. Scope of responsibility
According to the Municipal Act B.E. 2496 (1953), reviewed in the twelfth issue B.E. 2546 (2003), the stated duties and functions
of the municipality are as follows:
1. Maintain law and order
2. Provide and maintain land and water
3. Preserve clean streets, pathways, and public places, including waste and sewage disposal
4. Prevent and control communicable disease
5. Provide fire extinguishers and fire fighting materials
6. Provide public training and education
7. Provide and maintain social welfare programs for mothers, children, youth, the elderly, and handicapped citizens
8. Maintain local arts, tradition, wisdom, and culture
9. Provide clean water supply
10.Provide slaughter houses
11.Provide and maintain public hospitals
12.Provide and maintain a public drainage system
13.Provide and maintain public restrooms
14.Provide and maintain electricity and public lighting
15.Provide local means for financial access, including pawn shops
16.Provide and support mothers and children
17.Provide public health services
18.Control order and oversee safety and sanitation in public areas, including food distributors and theaters
19.Improve slum settlements and housing management

The mayor, or the highest executive, is directly elected by eligible voters in the municipal area. The mayor serves
a four year term and is assisted by no more than four deputy mayors directly appointed by the mayor. The mayor will thus
be permitted to appoint deputy, secretary ,and advisor including the mayor himself or herself totally not more than 10.
8. Mayor’s Administration
The Mayor's Main Tasks:
1. Design policy and administer municipal tasks as specified by laws and regulations.
2. Direct and approve official matters and municipal duties.
3. Appoint and remove the deputy mayors.
4. Direct and administer tasks designated by the Cabinet, the Prime Minister and the Minister of Interior.
5. Design regulations to improve municipal tasks.
6. Direct and supervise the tasks of municipal officials and employees.
The Deputy Mayors
The deputy mayor is empowered to make decisions concerning administration; this entails matters
that are assigned to him/her by the mayor, matters to be reported directly to the mayor, and matters specified
by laws or regulation under the authority of the deputy mayor.
Advisor and Secretary to the Mayor
Their tasks are specified by the mayor.
9. The Municipal Council
The Municipal Council is the legislative body of the municipality. It has the power to issue
ordinances by laws that do not contradict with the laws of the country. The municipal council applies
to all people living in the municipal area. The Chiang Mai City Municipality is comprised of 24 elected
members from 4 municipal districts who each serve a 4-year term. Among those members, one of them
is elected to be the chairperson of the municipal council and the vice-chairperson municipal council.
The chairperson of the municipal council's duties can be described as follows:
1. Carry out the municipal council's tasks as specified by law.
2. Be the chairperson of the municipal council debates except in performance debate.
3. Command the municipal council's affairs.
4. Be the municipal council's representative when performing other activities outside of the
municipal area.
5. Carry out other duties as specified by laws and regulation.

The Municipal career officials are regular officials of the Municipality who are responsible for taking care of routine
