  2006 in Jakarta , carrying a theme “ Reduce Cost Through
  Better Fuel and Lubricant”

  The latest policy of fuels and lubricants industry was
  presented by the Ministry of Industry of The Republic of
  Indonesia

  breakthroughs in many aspect energy sector, as it is vital
  for future economic security of the country

  detail with the conclusion were:
  o improvement of people/industry understanding on standard

  The 2nd Indonesia Fuel & Lube Conference and Exhibition
  (IFL 2007 ) organized to follow the success of the 1st, in
  the initiative to present to the industry one integrated

  the manufacturing and marketing area

  One of the most important environmental problems is that
  the level of air pollution in several large cities has become
  alarming, particularly in the last few years. This increasing
  pollution level has stimulated many environmental
  management organizations to urge the government to take
  actions

  The Government in the other hand has tried to develop the
  clear air initiative that has been in progress as a national
  clean air program since early 1990
  Fuel quality in Indonesia was never been developed
  properly relate to environment requirement

  Since the late 1980’s government regulations in Europe
  Union, USA and Japan have started to set exhaust gas
  emission limits on new vehicle
  The limits are to control CO, HC, Oxides of Nitrogen
  (NOx) and Particulate Matter (PM)

  Emission standard have been regularly updated, and limits
  are generally reduced, limits into the future have already
  been set, predominantly up to about 2008 but in at least
  one case up to 2010

  Global environmental regulation and fuel economy
  restriction are putting more emphasis on development of
  new low emission engines
  In EU emission legislation Euro series: Euro I (1993),
  Euro II (1996), Euro III (2000), Euro IV(2005/6), Euro V
  will be (2008) and Euro VI (2014) hopefully

  Today in the area of emission legislation Euro IV word
  widely, has lead to wider use of internal engine design
  such as Exhaust Gas Resirculation (EGR) and after
  treatment system such as SCR (Selective Catalytic
  Reduction), Three Way Catalyst (TWC), Lean NOx Traps
  (LNT) and DPF (Diesel Particulate Filter) in most of
  Heavy Duty Diesel Engine, advanced and reliable engine
  and exhaust after treatment technology have to be
  developed

  Fuel quality expected to deteriorate in next 5 year due to
  better fuel requirement, in contrary oil supply and price
  was politically beyond controlled. China and India fuel
  requirement was significantly increasing
  The fuel quality have to go hand in hand with engine
  technology development and emission requirement at any
  point in time, and so the refining technology

  World Wide Fuel Charter (WWFC) presenting Industry Fuel
  Quality Requirements launched in December 1998
  Many institution contributed in the WWFC development, such as
  Alliance of Automobile Manufacturers (AAM), Association des
  Constructeurs Europeens d’Automobil (ACEA), Japanesse
  Automobile Manufacturers Accciation (JAMA), Canadian
  MotorVehicle Manufacturers Association, Chinese Association of
  Automotive Industry, Korean Automobile Manufacturers
  Association, National Association of Automobile Manufacturers
  of Sooth Africa, Association Mexicana de la Industria Automotriz

  WWFC define three categories of fuel quality :
    Category 1 : Fuel quality with no or minimal requirement
    for emission control
    Category 2 : Fuel quality with stringent requirements for
    emission control or other market demands such as US Tier
    0, US Tier 1, EU Euro I, and II or equivalent
    Category 3: Fuel quality with advanced requirements for
    emission control or other market demand such as LEV (low
    emission vehicle), ULEV (ultra low emission vehicle) in
    USA, Euro 3 and 4 or equivalent in Europe

  Demand for alternative fuels; Bio-diesel, Ethanol, Bio-
  mass will grow, but again use of bio fuel will effect
  lubricant and emission performance
  New Lubricant Specification required to improve soot
  handling capability, TBN retention and after treatment
  system compatibility

  Use of incorrect lubricant will impact to the cost of
  maintenance to the vehicle ownership; DPF blocking,
  resulting increasing fuel consumptions, potential
  deactivation of the catalyst of the after treatment system

  How did the Heavy Duty Diesel Engine formulate to meet
  environment requirement?
  ACEA E series (E4, E5, E6, ..) specifications or API CI-4,
  API CI-4 Plus, and API CJ-4, series of HD Lubricant
  formulations classification designed to protect emission
  control system and help comply with emission standard

  Environmental value is additional cost to industries,
  especially in the conditions of very high fuel price,
  government has to arrange best solution such as tax
  incentive or value of technical saving from fuel economy
  and selection of proper lubricant, lead to reduction of
  catalyst and filter maintenance or replacement

  Fuel Economy: SCR provides 2 – 5 % fuel economy = 30 to 50
  M IDR per year
  Backpressure build up in a DPF can also have debit on fuel
  economy, increase in regeneration of catalyst lead to increased
  fuel consumption
  Result on field testing of Euro 4 heavy duty diesel engines
  fitted with DPF using low sulfated ash ACEA 6 compared
  higher ash ACEA 4 Oils:
  o Increased DPF blocking over 140 % faster
  o Increased back pressure over 5 times greater
  o Increased fuel consumption 1.5 % worse

  Base on those environmental regulation and fuel economy
  restriction the 2nd IFL 2007 will discus “Alternative
  Energy Advancement Progress” as well as “Use of Bio-
  Fuel in engines & related lubricants”, however most of the
  topics will still be emphasizing on “The Technical Aspect
  of Fuel and Lubricant” along side with the topics in
  government policies and opportunities in national and
  regional market
