Impossible to trace changes at the lowest data
aggregation level

• Lowest level of aggregation for official data.
• Unique and indispensable information for the definition of public development
policies and for decision-making as regards investment by the public and pri-
vate sectors.
• Consistent grouping in terms of tabulation data and microdata available (6 sets
