The document summarizes the UN Secretary General's Sustainable Energy for All initiative. It was launched in 2011 with the goals of doubling the global rate of energy efficiency improvement and the share of renewable energy by 2030, as well as achieving universal access to modern energy services. The initiative aims to mobilize global support from various sectors to achieve these three objectives. It provides a framework to track global progress, identifies best practices, and facilitates investment in energy access and clean energy through partnerships. The first Global Tracking Report in 2013 found that 1.2 billion people lack electricity access and progress must be made to expand access, especially in 20 high-impact countries. Renewables made up 18% of the global energy mix in 2010 but more progress
2. SE4ALL Initiative of UNSG
2011 the Secretary General launches at the General Assembly (GA) the
Sustainable Energy for all initiative – SE4ALL
UN GA declared 2012 - Year of SE4All, strengthened by declaring 20142024 as the SE4ALL Decade
Links to post 2015 Development Agenda, effort to include energy in
SDGs
SE4ALL initiative designed to mobilze global action from all sections of
the society: governments, business, investors, community groups and
academia in support of three interlinked objectives – goals to be reached
by 2030:
Doubling the global rate of improvement in energy efficiency
Ensuring universal access to modern energy services
Doubling the share of renewable energy in the global energy mix
3. Value-Added of SE4ALL
• provides a clear, concise global vision and a set of objectives that
support action across all three pillars of sustainable development
• leverages the global leadership and unprecedented convening
power of the UN and the WB
http://www.youtube.com/watch?v=I1VoPpLxlIk&feature=youtu.be
• brings together network of leaders from all sectors of society –
governments, business and civil society – into a partnership that
can transform the world’s energy sector
• mobilises stakeholders around best practices and supports the
adoption of innovative solutions
• helps to create the conditions that will enable a massive scale-up
of private investment in energy access and clean energy
• tracks progress transparently toward the three objectives
4. Building the Initiative
•
UN SG established a High Level Group (HLG) - two Task Forces to provide technical
guidance on energy access and clean energy (prepared recommendations)
•
HLG formulated Action Agenda based on the reports of the Technical Task Forces
•
A work program for 2013-2015 has been approved
•
Based on existing data and data provided in Rapid Assessments and Gap Analyses –
assessment to guide start-up of country level action of countries (incl. TJ, Armenia, MNG)
•
A Multi-Partner Trust Fund has been established at UNDP to receive funds from donors for
some operational activities and setting a global support team
•
High Impact Opportunities identified and partnerships explored for impl. support
•
Advisory Group established – chaired by the UN SG and the President of the WB and
Executive Committee chaired by the President of the Bank of America
•
A Global Tracking Report – led by the WB and the IEA – launched and to be issued on an
annual basis to track progress on milestones related to three goals of SE4ALL
•
Global consultation/campaign has initiated to assess the role of energy in the post 2015
MDG and SDG process
•
A Global Support Office has been established in Vienna – to support work in various
streams: Country Action (UNDP Colleague Susan McDade will lead) High Impact
Opportunities - Knowledge sharing activities - Building Partnerships
5. Energy cuts across sustainable
development issues
Initiative's goals are compatible with limiting global temperature
increase to below 2 degrees Celcius
6. The first Global Tracking Report - 2013
• Provides a comprehensive snapshot of the status of countries towards the 3 goals
• Where does the world stand on energy access?
• 1.2. billion people – almost the population of India – do not have access to
electricity, 2.8 billion have to rely on wood or other biomass to cook and heat their
homes. A massive effort is needed to expand access to electricity and safe
cooking fuels, especially in the 20 countries identified as high-impact, offering the
most potential to make rapid progress towards SE4ALL
• What is the progress in increasing renewables and improving energy efficiency?
• renewable energy accounted for 18 percent of the global energy mix in 2010, and
that the improvement rate of energy efficiency, described by a compound annual
growth rate of energy intensity (CAGR), was -1.3 percent between 1990 and 2010

The Driver: The Need for Major TransformationMore than 1.2 billion people lack access to electricityAt least 2.8 billion are without clean cooking facilitiesMany more have access to energy but of poor quality and reliability – a typical problem particularly for this regionIf world continues in current path, global temperatures could rise by more than 4 degrees Celsius by the end of the century with unsustainable use of energy being the largest contributorGrowing concern that current energy systems are in need of major transformation to be able to address the major challenges of the 21st century namely poverty eradication, climate change, environmental degradation, economic growth, and energy security -
