It can:Give an independent, autonomous broad-based and multi-modal perspective – the Catapult has not vested commercial or political interests or agenda.Assist in defining the vision.Bring objectivity to defining the long term programme.Maintain focus on Mobility.Franchise Collaboration HubFor each franchise contract, the Catapult could act as an independent host and manager of a “franchise hub”. Each contract has a tactical oversight body (an operational think tank) made up of representatives of all the key stakeholders (see above). The hub is made up of secondees from the participating organisations and is therefore trusted by those organisations to be objective and pragmatic.Catapult can use core funding (e.g. “rail-related” DfT funding) to fund this collaboration hub or a levy could be applied on participants in each franchise (including DfT) to fund it. The hub can horizon scan for opportunities for innovation and improvement - facilitating their introduction and exploitation to mutual benefit of all parties.Innovation opportunities will be commercial as well as technological.Culture ChangeThe Catapult’s deep involvement in organisational and behavioural aspects of transport and mobility mean it will be well placed to assist in developing the new culture and alignment between DfT, franchisee and other stakeholders.IndependenceThe Catapult can act as an independent assessor of the success of the franchises and the progress of the long term programme – it is independent, objective and can, therefore, provide the feedback loop – capturing learning to build into subsequent franchises. The Catapult’s is uniquely interested in balancing behavioural, commercial and technological aspects of the transport system.
