AS A BACKGROUNDER, ON 04 NOVEMBER 2002, THE 10 HEADS OF STATE OF THE ASEAN MEMBER COUNTRIES SIGNED THE ASEAN TOURISM AGREEMENT DURING THE 8TH ASEAN SUMMIT HELD IN PHNOM PENH. THE HEADS OF STATE AGREED TO PROMOTE ASEAN AS A SINGLE DESTINATION WITH WORLD-CLASS STANDARDS, FACILITIES AND ATTRACTIONS. THEY ALSO AGREED TO ENHANCE MUTUAL ASSISTANCE IN HUMAN RESOURCE DEVELOPMENT AND TRAINING IN THE TOURISM SECTOR . TO ENSURE COMLIANCE WITH THE AGREEMENT, A ROADMAP FOR INTEGRATION OF THE TOURISM SECTOR WAS FORMULATED. AMONG THE SPECIFIC ISSUES IN THE DEVELOPMENT OF HUMAN RESOURCES INCLUDE THE ESTABLISHMENT OF AN ASEAN COMMON COMPETENCY STANDARDS FOR TOURISM PROFESSIONALS (ACCSTP) AND THE STRENGTHENING OF HRD ACTIVITIES THROUGH THE DEVELOPMENT OF AN INTRA-ASEAN CURRICULUM WHICH MAY COVER CROSS TRAINING, CROSS PROGRAMME AND CROSS CERTIFICATION ACTIVITIES. THE ROADMAP LIKEWISE INTENDS TO ESTABLISH AND STRENGTHEN COLLABORATIVE NETWORKS AMONG ALL TOURISM RELATED STAKELHOLDERS THROUGH THE CREATION OF A DATABANK THAT WILL FACILITATE GROWTH OF TOURISM. IT CALLED FOR THE INTENSIFICATION OF THE SHARING OF RESOURCES AND FACILITIES FOR TOURISM EDUCATION CURRICULA AND SKILLS AND THE FORMULATION OF COMPETENCY STANDARDS AND CERTIFICATION PROCEDURES THAT WILL EVENTUALLY LEAD TO THE MUTUAL RECOGNITION OF QUALIFIED TOURISM PROFESSIONALS.
In 2007, ASEAN RECEIVED A TECHNICAL ASSISTANCE FROM AUSAID THROUGH THE ASEAN-AUSTRALIA DEVT. COOPERATION PROGRAMME PHASE 1 TO DEVELOP THE ASEAN COMMON COMPETENCY STANDARD FOR TOURISM PROFESSIONALS (ACCSTP) ACCSTP ARE ARRANGED SETS OF COMPETENCIES REQUIRED BY QUALIFIED PROFESSIONALS WHO ARE SEEKING WORK IN VARIOUS DIVISIONS THAT ARE COMMON ACROSS VARIOUS SECTORS OF TOURISM IN ASEAN MEMBER STATES. AS A MEMBER OF THE ASEAN TASK FORCE ON MANPOWER DEVELOPMENT, THE PHILIPPINES PARTICIPATED IN THE ACCSTP PROJECT ON COMMON ASEAN TOURISM CURRICULUM DEVELOPMENT AND THE REGIONAL QUALIFICATIONS FRAMEWORK & SKILLS RECOGNITION SYSTEM. THE WORKSHOP WAS HELD IN JUNE 2006 IN BANGKOK, THAILAND.
WITHIN THE ACCSTP FRAMEWORK, 6 LABOR DIVISIONS FOR HOTEL SERVICES AND TRAVEL SERVICES HAVE BEEN IDENTIFIED : FOR THE HOTEL AND RESTAURANT – FRONT OFFICE, HOUSEKEEPING/LAUNDRY, FOOD AND BEVERAGE SERVICES, AND FOOD PRODUCTION. FOR TRAVEL AGENT AND TOUR OPERATOR – TRAVEL AGENCY AND TOUR OPERATION . THE ASEAN-AUSTRALIA ACCSTP PHASE 1 DEVELOPED 242 UNIT DECRIPTORS FOR THE 6 LABOUR DIVISIONS WITH 32 PRIORITY JOB TITLES : FRONT OFFICE : FO MANAGER, FO SUPERVISOR, RECEPTIONIST, TELEPHONE OPERATOR, BELL BOY HOUSEKEEPING : EXEC. HOUSEKEEPER, LAUNDRY MANAGER, FLOOR SUPERVISOR, LAUNDRY ASSISTANT, ROOM ATTENDANT, PUBLIC AREA CLEANER FOOD PRODUCTION : EXEC. CHEF, DEMI CHEF, COMMIS CHEF, SOUS CHEF, CHEF DE PARTIE, COMMIS PASTRY, BAKER, BUTCHER FOOD & BEVERAGE SERVICE : F&B MANAGER, F&B OUTLET MANAGER, HEAD WAITER, BARTENDER, WAITER TRAVEL AGENCIES : GEN MANAGER, ASST. GEN MANAGER, SENIOR TRAVEL CONSULTANT, TRAVEL CONSULTANT TOUR OPERATIONS : PRODUCT MANAGER, SALES & MARKETING MANAGER, TICKETING MANAGER, TOUR MANAGER
ACCSTP IS DESIGNED TO STAND AS BENCHMARK FOR USERS AND PROVIDE A COMMON DENOMINATOR FOR THE DEVELOPMENT OF A SET OF COMMON COMPETENCY STANDARDS AS WELL AS JOB TITLES AMONG ASEAN MEMBER COUNTRIES. IT INCLUDES THE BASIC AND ESSENTIAL REQUIREMENTS FOR A PERSON TO BE CONSIDERED AS QUALIFIED IN A PARTICULAR JOB. IT IS INTENDED TO PROVIDE A SET OF BASIC FOUNDATION FOR A COMPETENCY-BASED TRAINING APPROACH FOR TOURISM IN ASEAN REGION. THE MEBERS OF THE TASK FORCE ON TOURISM MANPOWER DEVELOPMENT HAVE ENVISIONED THE DEVELOPMENT OF A FRAMEWORK OF JOB TITLES AND TASK DESCRIPTIONS THAT WOULD PROVIDE AN ACCEPTABLE PROFILE OF COMPETENCY STANDARDS COMMON TO HOSPITALITY AND TOURISM ENTERPRISES ACROSS THE REGION.
FROM 2006 UP TO THE PRESENT, THE PHILIPPINE TECHNICAL REFERENCE GROUP (TRG) COMPOSED OF DOT, TESDA, AND THE TOURISM INDUSTRY BOARD FOUNDATION, INC (TIBFI) PARTICIPATED IN VARIOUS ASEAN-AUSTRALIAN DEVELOPMENT COOPERATION PROGRAM (AADCP) PHASE 1 ACTIVITIES & PROJECTS – WITH REGARD TO THE FORMULATION OF AN ASEAN COMMON COMPETENCY STANDARDS FOR TOURISM PROFESSIONALS (ACCSTP); COMMON ASEAN TOURISM CURRICULUM (CATC); REGIONAL QUALIFICATIONS FRAMEWORK AND SKILLS RECOGNITION SYSTEM (RQFSRS); AND CAPABILITY BUILDING FOR ASEAN MRA IN TOURISM (CBAMT). WORKSHOPS WERE HELD IN THAILAND, INDONESIA AND HERE IN MANILA…
THE PHILIPPINE TECHNICAL REFERENCE GROUP (TRG), COMPOSED OF DOT, TESDA, AND THE TOURISM INDUSTRY BOARD FOUNDATION, INC (TIBFI) FACILITATED THE IN COUNTRY WORKSHOPS TOGETHER WITH ASEAN SEC AND CONSULTANTS FROM AUS-AID, THE WILLIAM ANGLISS INSTITUTE, TO DISSEMINATE AND ADVOCATE THE PROGRAMS OF THE ASEAN IN HUMAN RESOURCES DEVELOPMENT AND SOCIALIZATION OF THE ASEAN MRA.
THE INCOUNTRY WORKSHOPS WHERE CONDUCTED FROM 2006 TO 2008
ALL OF THESE TONGUE-TWISTING PROJECTS (ACCSTP, RQFSRS, CATC, ETC.) ARE NECESSARY AND IMPORTANT AS ASEAN MEMBER STATES PREPARE FOR THE IMPLEMENTATION OF THE MRA IN 2015… THE MUTUAL RECOGNITION ARRANGEMENT. MRAs ARE ARRAGEMENTS BETWEEN TWO OR MORE PARTIES TO MUTUALLY RECOGNIZE OR ACCEPT SOME OR ALL ASPECTS OF ONE ANOTHER’S CONFORMITY WITH ASSESSMENT RESULTS. THIS IS AN IMPORTANT UNDERTAKING TO FACILITATE THE MOVEMENT OF PEOPLE FROM ONE MEMBER STATE TO ANOTHER…BUT A CHALLENGING TASK TO IMPLEMENT. MANY MEMBER STATES RECOGNIZED THAT THE FREE MOVEMENT OF NATIONALS WILL HAVE IMPACT ON LOCAL WORKERS AND THERE’S A GROWING CONCERN FOR A NEED TO PROTECT NATIONAL INTERESTS. TO MINIMIZE FLOODING OF UNSKILLED LABOR IN A COUNTRY, THE MRA WILL BE A MECHANISM TO CONTROL THE MOBILITY OF SUCH WORKERS. UNDER THIS MECHANISM, PERTINENT NATIONAL LAW AND REGULATIONS OF MEMBER STATES TO AWARD THE WORKING PERMIT TO A PERSON IS STILL APPLICABLE. WITHIN AN MRA FRAMEWORK, IF A TOURISM PROFESSIONAL IS ASSESSED AND CERTIFIED BY A RECOGNIZED NATIONAL TOURISM PROFESSIONAL CERTIFICATION BOARD (TPCB), IN THE PHILS IT IS TESDA, THE SAME PROFESSIONAL MAY BE ELEGIBLE FOR EMPLOYMENT BY ANOTHER ASEAN MEMBER COUNTRY. WHILE COMPETENCIES CAN BE IDENTIFIED UNDER MRA, THEIR APPLICATION BY VARIOUS TOURISM EDUCATION AND TRAINING PROVIDERS IN A COUNTRY WILL BE VOLUNTARY. HOWEVER, SHOULD THESE INSTITUTIONS WOULD WANT TO HAVE THEIR GRADUATES BEING RECOGNIZED BY OTHER ASEAN MEMBER STATES, USING THE MRA AND APPLICATION OF COMPETENCIES WOULD BE A MUST.
WE MUST REALIZE THAT MRAS WILL EVENTUALLY RESULT TO MARKET ACCESS AS IT WILL LEAD TO FREE-FLOW OF TRADE IN SERVICES. IT LIKEWISE PROVIDES FOR HEALTHY COMPETITION AND INNOVATION. ADHERENCE TO MRAS WILL REDUCE COMPLIANCE COSTS. AND ITS ADOPTION WILL ENSURE DISCIPLINE IN STANDARDS THAT WILL RESULT TO GOOD PRACTICE AND COOPERATION.
TO ILLUSTRATE IN THE PHILLIPINE SETTING FOR EXAMPLE, A TOURISM PROFESSIONAL DESIRING TO SEEK EMPLOYMENT WITHIN THE ASEAN REGION, NEEDS TO BE ASSESSED AND CERTIFIED BY THE TOURISM PROFESIONAL CERTIFICATION BOARD (TPCB) . IN THE CASE OF TOURISM, TESDA IS THE LEAD AGENCY THAT IS MANDATED IN CERTIFYING THE SKILLS OF TOURISM WORKERS AND SERVES AS THE TOURISM PROFESSIONAL CERTIFICATION BOARD. AFTER SECURING HIS/HER CERTIFICATION FROM TPCB/TESDA, THE TOURISM PROFESSIONAL WILL NOW BE REGISTERED WITH THE ASEAN TOURISM PROFESSIONAL REGISTRATION SYSTEM (ATPRS ).. JOB VACANCIES AS WELL AS REGISTERED AND QUALIFIED TOURISM PROFESSIONALS SEEKING EMPLOYMENT OPPORTUNITIES ARE GOING TO BE POSTED IN THE ATPRS WHICH IS AVAILABLE TO BOTH JOB SEEKERS AND EMPLOYERS OF EITHER COUNTRIES AS SHOWN IN THE OUTLINE. THE MRA AND THIS STRUCTURE ARE OF COURSE WITHOUT PREJUDICE TO THE LAWS AND REGULATIONS OF THE HOST COUNTRY.
