- Presenting some examples from the cluster winds report In about 30 regions and countrys have participated in this report We can for sure say that cluster as concept still is very much alive but today and in the future it is a question of how to use the clusters from a policy level First many new cluster programmes in many european countries –examples se, de, it, But we can also see a new use of cluster especially from a policy or regional level. Instead of seeing clusters as sectorbased and concentrated geographical agglomerations, regions are more focusing on market needs and promoting intercluster coopergin in order to focus more on the end market. Spain, Katalonia In many cases we can see clusters as a tool for creating and implementing policies In the national strategy of the Austrian government for research, technology and innovation3 clusters are incorporated with their ability to stimulate cooperation between academia and business. Clusters act as intermediaries between research and companies
- The inventory of whats going on-the cluster winds and the three year work within different taskforces have resulted in Tactics key messages And to lift up some of them: Cluster org as a channel both for smes and for the policy level (as funding org) Cluster represents existing areas of strenghts in a region and could beused for implemeting smart specialisation strategies . New interacitons and collaborations often results in new areas of growth emerging industries . Clusters evolve into new sectors or cross sectors Policy makers should faciitate these interactions thorugh new different platforms.
- From a policy perspektive and also for a cluster perspektive is not the cluster as such which is of importance it is what the cluster perform and also what´s within the cluster in form of key assets, skills and innovation platforms and also users.
