- This is how most people think of Oxford…. Much visited… around 9.5 million tourists per annum (Edinburgh 8 million?) Population is 152,000 and is growing High turnover due to volume of students in the City (25% per annum) around a third of population is between 18-29 Small dense city centre where over half of it is green space. Expensive to live in – high levels of commuting with 50% of workforce living outside the city boundary Park and Ride car parks have 80% occupancy on working days But to contract shimmering spires 12 or 85 super output areas in oxford are in the 20% most deprived in England Over one fifth (6000) children live in poverty People in the North of the City can expect to live 10 years longer than those in the south… City Council - District, second tier – policy levers on air quality but not transport Labour administration, Lib Dem opposition, significant number of Green Councillors Oxfordshire County Council Transport policy, strategy and budget Minority Conservative Administration Oxfordshire includes the constituency of Witney.

- Martin Sutton and Phillip Kirk Oxford City Council, together with Oxfordshire County Council have developed the LEZ over a number of years, including assessments highlighting the need to reduce the impact of vehicle generated emissions. A joint City-County feasibility study identified the process lead to the development of the LEZ, including consultation with the Bus Operators (Oxford Bus and Stagecoach) Which vehicles are affected? All local bus services within the streets affected must be operated exclusively by buses whose engines meet the Euro V emission standard (for nitrogen oxides (NOx)), either as a new engine or a retrofitted. When does the LEZ apply? The LEZ is applicable from 1 January 2014. How is the LEZ enforced? The Traffic Commissioner has issued a Traffic Regulation Condition (TRC) that applies to the licence of bus operators providing services in central Oxford. Are there any exemptions allowed? Yes, there are four possible sets of exemptions: For low frequency services For Euro IV buses operating between October 2012 and January 2013, may continue to operate until December 2015. [Exemption 1c] Two further exemptions related to withdrawn services to allow time for procurement of Euro V vehicles. Which vehicles are currently approved to operate in the LEZ? All buses that have a "10-plate", or later are automatically approved, and therefore not listed.
