Health 3.0 Leadership Conference: RENEWing School Meals with Ariana Oliva
In Spring 2013, we are on the precipice of dramatic, disruptive change in the health field that offers an unprecedented opportunity and challenge to transform health care and population health. We know that traditional public health approaches along with more and better health care are not enough to improve health outcomes, equity, and cost. We must also: - implement sustainable, fundamental "upstream" changes that address the root causes of disease and disability; and - transform the way we deliver health care to ensure access to quality, affordable health care for all. Here’s the numbers: • School Lunch -‐ CA #1 in the na'on 576,704,115 Lunches served • Breakfast Served-‐ CA #2 to Texas 43,058,199 Breakfast served • Child & Adult Care Food Program -‐ CA #2 to Texas 177,917,571 Meals Serve • Summer Food Service Program – CA #4 in Na'on 9,157,241 Meals Served 806 Million+ Meals! Let’s combat childhood obesity, fight the fast food naOon and build a healthier generaOon.
- 3. Basics of School Meal Program Richard B. Russell Na0onal School Lunch Act 1946 School Breakfast Program started in 1966 • Reauthorized by Congress every 4-‐6 years – Healthy Hunger-‐Free Kids Act of 2010 • USDA Rules & Regula'ons • CDE Oversight • Federally reimbursed based on eligibility – Breakfast: $1.85 Free, $1.55 Reduced, 27 cents Full Price Students – Lunch: $2.94 Free, $2.54 Reduced, 29 cents Full Price Students • USDA Commodity Credit = 23 cents (# lunches prior year) • CA Reimbursement = 22 cents (free & reduced) BoSom Line – Too much bureaucracy not enough funding.

Decide to Force Change • LAUSD School Board IniOaOves – set the tone and standards • InnovaOve Director – changed purchasing model from an IFB (Price Based) to a RFP (Service Based) bid. – 3 year process for 9 Categorical Partners • Renew LA & Focused Partnerships – Categorical Partners, Policy Groups, Non-‐Profit Agencies, Community Partners

Changed Menu 360° • Radical Changed Menu in One Year • Student Tested – Student Driven • Marke'ng Campaign – I’m IN • Categorical Partners provided the ability to develop the products we wanted. • Locally source goods with focus on California companies, products and produce. • No longer purchase commodity brown box products

Form Partnerships • What are you passionate about and willing to fight for? • Talk to Key Stakeholders • Ask ques'ons first – seek advice before you move forward – decide who to reach out to and partner with • Reach out to those with higher influence if you can form key rela'onships and alliances • Look for non-‐tradi'onal approaches • Arm yourself with data and facts • Can you partner with a school district?

Bring the movement to your community! • Evaluate your program -‐Eat a school lunch with your child • Get to know your -‐Cafeteria Manager & Director -‐Principal and Teachers -‐Districts wellness policy • Talk with school board members and superintendent • Offer solu'ons • Recognize achievements – build momentum!
