4. Why Open Standards for IPTV?
• Mobile industry is perhaps the strongest example of how standards have
grown everyone’s business
• Need for a similar eco system of devices and services that bring value to
both consumers and service providers
• Consumer benefits from standardization
– Avoid consumer lock-ins towards ”incumbent” service providers
– Reduce or remove switching costs when changing service providers
• Service provider benefits from standardization
– Open standard based solutions avoid single vendor lock-ins
– Reduces dependence on single vendor development cycles and maintenance
constraints
– Reduces capex, opex through certified retail products and wider equipment
procurement base
– Innovate at the service level relying on the reuse of common standard
platforms and technologies

6. Open IPTV Forum
Orchestrating the IPTV Standards Landscape
• Standardization landscape fragmented
IPTV
• Only parts of the e2e solution covered
• Market dominated by proprietary solutions Service Layer
TVA
• Interoperable specifications needed to
establish IPTV market growth and ensure an
horizontal retail market e2e IMS - Control
Layer
Open IPTV Forum blends existing Transport
and emerging standards that have
broad industry backing to create an
CPE - Home Devices
interoperable e2e IPTV solution
7. Open IPTV Forum Goals
The Open IPTV Forum enables the creation of a mass market for IPTV by
certifying devices and services against the forum’s end-end
specifications for IPTV services of the future.
• Addressing both Managed Network and Open Internet IPTV business models
whilst maintaining a single interface towards consumer device
• Attracting all key stakeholders across the IPTV ecosystem
• Profiling industry-accepted standards from other SDOs & Forums into
interoperable end-to-end solutions
• Adding value for IPTV consumers
– Retail market for TVs supporting managed and unmanaged media consumption
– Rich interactive applications & blended communication services
• Adding value for IPTV providers
– Providing Interoperability Testing & Certification to create a timely ecosystem of retail
consumer devices
8. Open IPTV Forum Overview
• Not-for-profit industry association founded in March 2007
• 50+ members from all areas of the end-to-end IPTV eco-
system
• Working groups cover:
– Requirements
– Architecture
– Technical Solution
– Interoperability & Testing
– Certification
– Marketing
• Two releases of end-to-end solution available

10. OIPF Contributions to IPTV Market
• Technical Solution Specifications
– Defining detailed requirements for end-to-end IPTV solutions
– Divided according to logically distinct components
– Providing additional functionality to other industry initiatives (e.g., HbbTV, UK
DTG) who are reusing our specification
• Implementation Profiles
– Selection of functions to create implementations addressing specific market
needs
– Aligned with expected deployment models
• Certification and Testing
– Certification formally verifies adherence of OIPF-based products & services to
the specifications
– Removes barriers to interoperability
– Cooperate on testing with local/regional activities that reuse elements of OIPF
specifications for open standards-based IPTV deployments
11. OIPF Solution Specifications
Defining end-to-end solutions for IPTV Content Services for both Managed Network and Open
Internet modes of operation
• Scheduled Content services (linear TV)
– Recording capabilities (PVR)
– Network-based recording and time-shift
– Electronic Programme Guide (EPG)
– Combinational usage of IPTV and broadcast channels
– Enhancements for Picture-in-Picture, Fast Channel Change, and Play out Controls
– Adaptive streaming
• Streamed and downloaded Content on Demand services
– Adaptive streaming
• Content Protection & Parental Control
• Support for Notifications (e.g., emergency alerts) and Information Services
• Blending of Content delivery with Communication Services
– Call control, Presence status, Messaging
• Session continuity/handover between devices
13. Three Market-Driven Profiles
Open Internet Profile (OIP)
1 – Intended for Over-The-Top services
Baseline Managed Profile (BMP)
2 – Adds support for QoS and end device management
3
Enhanced Managed Profile (EMP)
– Adds native support for advanced managed network
functions
• Supporting different business models
• The basis for interoperability and certification
14. Open Internet Profile (OIP)
• Designed for Over The Top services over unmanaged networks
– Streamed CoD Services using HTTP
– Interactive applications & Information Services realised as browser
applications
– Terminal-based content protection using Marlin Broadband
– Support for adaptive streaming
– Useful for broadcast independent applications
• The HbbTV Consortium is using a subset of the OIP for the Hybrid
broadcast broadband solution in various EU regions to support broadcast
portals for catch-up TV and content-on-demand
– Retail TVs with the OIPF browser available in certain European markets
– Driven initially by broadcast applications, HbbTV is creating significant
populations of OIPF compliant terminals in the retail market
– Other services could leverage these populations of terminals e.g.
• Broadcast-independent applications
• Telco managed IPTV (with a few additional features added in the terminal) (BMP)
– The success of HbbTV is the first step towards the realization of the OIPF retail
vision and the creation of an eco-system of devices and services
15. Current Major Activities in OIPF
• Pursuing International Standard status for the OIPF
Solution via IEC
– To support RFPs which require formal IS references
• “InteroPTV” and pilot deployment projects
– Using the retail HbbTVs as the base for developing
implelentations supporting managed services
• Further technical evolution of the IPTV Solution
• Creating a Certification programme
16. Ongoing technical work
Specification enhancements based on specific market needs that augment the
current specifications.
• End-to-end support for IPv6 and mixed IPv6/IPv4
networks/devices
• Enhanced support for mobile and portable devices
• Various proposals for handling multiple DRM systems
• Simple Secure Streaming
• 3D content/programming
• Execution Environment enhancements to
– improve support for click-through advertising,
– utilize 2D and 3D graphics resources,
– provide support for downloadable fonts,
– support of alternative devices for user interaction
17. OIPF Certification Program
• Eases selection & integration of interoperable components into IPTV
solutions
– Identifies components which have passed a formal Certification Process
– Indicates a level of interoperability with other certified equipment
• Certification Process (currently being created)
– preparatory Self-Test by the manufacturer
– Initial products tested at an approved Test Centre (several in different regions
worldwide) using OIPF test suite
– Formal Certification awarded upon successful test completion at an approved
Test Center
– Submission of Self-Test results for re-Certification of (minor) updates of
products or services
• The OIPF Logo will identify equipment and services which have
successfully passed Certification
– The OIPF Logo is a mark of recognition in developing components for OIPF-
based IPTV solutions
18. In summary
• Not a standards body, but a global industry consortium creating
end-to-end interoperable specifications and certifying IPTV devices
• OIPF creates relevant market-deployable solutions by
– building upon existing and emerging standards that have strong industry backing
– profiles the options within such standards
• OIPF drives converged service models for Managed and Unmanaged (e.g. OTT)
content delivery delivered to the same retail TV
• OIPF membership includes almost all TV Manufacturers covering more than 3/4 of
the retail TV market
• OIPF is driving a commercial go-to-market activity that is unique in the
standardization landscape through Interoperability events, a Certification program
and encouraging commercial pilot deployment projects
• OIPF is starting to create the mass market of Connected TVs
