The Green Paper on the National Health Insurance has created a buzz of excitement, anticipation
and apprehension across industry as government rolls out its proposals for this long-awaited
program. The policy paper outlines strategies for implementing the NHI including improving
the healthcare system and an overhaul of the management of the public healthcare system.
However, this does not mean the proposals are not fraught with challenges and in some instances
controversy and a lack of clarity.
The 10 pilot projects set to roll out in April 2012 are of particular interest as the outcomes
determine the next 5 years of the NHI rollout and the indicative surveys that will follow. A subject
for debate is the anticipated model South Africa will follow as well as, administration of the
NHI and the funding thereof. The question remains although
it seems feasible on paper;; will the NHI work successfully
given the South African climate? This 1-day forum will
facilitate discussion on these and more policy proposals
as outlined in the Green Paper. Who should attend?

implement;; it is imperative that the private funding industry
remains operational, whilst positioning itself to play its part
once the NHI is rolled out. This session will outline the
implications of the NHI policy proposals on private funders
and what the steps they need to start taking to ensure they
are a key part of the end-process.

There is a clear need for medical schemes to make paradigm
shifts and focus on primary care as opposed to the current
secondary care. Preventative care will go a long way in
ensuring in equipping patients with the necessary information
and skills to prevent and manage chronic illnesses. The
focus of this presentation is to outline the role and function of
medical schemes in lessening the burden of the impending
economic impact the rise in chronic and disabling diseases.

Prof. Alex van den Heever: Health Economist – University of Witwatersrand
Prof Alex van den Heever holds the Old Mutual Chair of Social security at the Graduate School of Public
into Medical Schemes, the Taylor Committee of Inquiry into Comprehensive Social Security, the Council
for Medical Schemes, and the medicines Pricing Committee. He presently participates in Task group 4 of
the Interdepartmental Task team on Social Security and the Steering Committee of the Social Protection
subcommittee of the National Planning Commission.

André is the Business Unit Head: National Operation Manager (Gauteng, Mpumalanga, North West, Northern
has twenty four years experience in the Financial Services sector. Before joining Aon, André was employed
at ABSA Healthcare Consultants as Manager. He is an acknowledged expert in the healthcare industry,
insurance industry. André was until 2006 a Director of the Financial Planning Institute of Southern Africa (FPI)
Financial Intermediary Association’s (FIA) Healthcare Committee and is the Vice Chairman of the Joint Broker
Forum. André also serves on the Business Unity South Africa (BUSA) Committee relating to the development
of a National Health Insurance (NHI) system for South Africa.
Lullu Krugel: Senior Economist – KPMG
Ltd. Lullu holds a Masters Degree from the NorthWest University (Potchefstroom Campus) and she has 11 years
experience as a consulting economist, the last 4.5 years at KPMG, where she is also part of the Health Services
from a public sector and private sector perspective. She has been the project manager for the feasibility studies for
various private sector investors from abroad and locally, interested in investing the pharmaceutical and healthcare
the envisaged projects. Lullu has also been the project manager for strategic planning processes for private sector
clients aiming to adjust their strategy in response to the implementation of the NHI in South Africa. Most recently, she
completed a study on the funding of NHI and the potential economic impact thereof on the South African economy.
Jason Smit: Director –

He has advised clients on a wide range of commercial disputes and has acted for a number of clients in insolvency
related matters, advising on launching and opposing winding-up and sequestration application, as well as assisting
