2. Background
Hydro power generation presently constitutes only 16 percent of the total installed power capacity in India and the current hydro-
thermal mix stands at 20:80 which is a far cry from the preferred mix of 40:60 as given in the Hydro Power Policy, 2008. Of the
total estimated 1,45,320 MW of hydro potential, India has so far tapped only 28 per cent and the current installed hydro capacity
stands at 40195 MW. Around 76,439.mw hydro capacity projects have been approved, of which implementation has started
on20 per cent only. The slow pace of capacity additions is further corroborated by the fact that even though around 37,081 mw
of hydro-electric schemes were concurred by CEA since 2002-03, 68 percent of these projects are yet to take off. There are
therefore, serious issues with development of hydro power projects involving large number of stakeholders.
The slow pace of capacity addition can be attributed to various issues and challenges like resistance against Land acquisition is
the sector experiencing financing problems as well Environment &forest clearances, Resettlement &rehabilitation problems, Law
&order problem etc. The situation has been further impacted by various important ecological issues raised post the Uttarakhand
disaster. It had been highlighted that chaotic and unplanned process of development had created fragility and coupled with
global warming induced climate change occurrences could have eventually contributed to such disaster Such incidents make
it very clear that we simply cannot ignore the environment and social impact of hydro projects coming up in hilly/mountainous
terrains across the country. There is an inevitable need for a more credible environment and social impact assessment for
development of hydro projects.
In a developing country like India, as the need for environment sustainability increases, so does the demand for power to fuel
the economic growth in the country. In order to address the increasing demand for power, the 11th FYP plan witnessed massive
strides of capacity addition particularly in thermal generation. However, there is a need for hydro-electric generation projects in
order to maintain grid stability. Hydro power stations, unlike thermal stations, have versatile operating characteristics such as
instantaneous starting, stopping, and operating at various loads etc. which aid in maintaining power stability. The inability of
thermal power stations to back down in off peak periods can result in dangerously high frequencies resulting in a grid collapse
as well damage to plant equipment.
