A Frankfurt concept of public private partnership goes New York,
Montevideo, Capetown or Bejing… It is not a fairy tale - it is happening!
The TIP Forum - initiated by IP-Building, in cooperation with The Urban
Energy Planning Department in Frankfurt am Main and us - the local TIP
Team of Siemens as a initiator - serves as a role model for the realization
of low energy buildings and high efficient energy supply in a UNESCO
program called Cubes.


In October 2003 we had the honour to present our concept at the
UNESCO/CUBES Conference getting in contact with all the cities
mentioned. The local stakeholders are now keen to learn about this PPP
which I’d like to present right now.

TIP – The Model


The success story of TIP
It was a quiet long way to New York. Totally Integrated Power ( TIP ) by
Siemens started two years ago, with public and private stakeholders, a
new, local initiative for innovative and integrated planning and sustainable
constructing which is now going “global”.


Organizing a communication platform for investors, architects, users,
industry, public authorities and universities which present their success
stories and best practices the TIP Forum is supposed to facilitate, and
enhance integrated planning processes and last but not least to enjure
energy saving.


Integrated Planning is not yet a matter of course in fact integrated
planning is something of a rarity though it helps costs and energy saving.

Planning Process: Status Quo


Before I’m going to talk about integrated planning processes I’d like to
outline the way planning processes work normally.
An investor takes the decision to build a new office building. The first
person an investor talks to is - after having persuaded many bankers - his
developer. The budget will be assigned, the investment calculated. The
developer chooses a project manager which is supposed to control and
coordinate all related activities and operations and so on…
The most important issue in this kind of planning process is that different
occupational groups with different cultures, speaking different languages
get together aiming at different objectives and targets:
the investors has a greater vision
in mind - the developer is looking
for technical solutions and the
project manager tries to save as
many costs as possible.
They - normally –
never gather all together!

Decision Making Process


As a consequence the decision making process in the building industry is
straight-line and linear: One decision follows the other. Another decision
will be followed by a predefined action.
Thus an investor comes across differents mile stones on a timescale
where he has to decide eg.:
- how to design the framework of energy technology
or
- how to arrange the accessways according to the provisions of the local
laws.

Planning Process: TIP Model


As simple as integrated planning sounds as difficult is its realisation.


Splitted responsibilities, rigid structures in organization, disciplinary
boundaries between architect, technical planner and general contractor as
well as an antiquated orientation on small units are in opposition to the
aim of integrating the planning process. The TIP model recommends that
all partners join the planning process from the very beginning -
overcoming all differences, defining common objectives in order to take
joint actions.

We learned that integrated planning is the most effective tool in order to
save energy and costs as well. Integrated planning that means
-ensuring availability and security
- cutting lifecycle costs
- a raise on return on invest for the investor and
- additional cost saving with additional guarantied quality due to the use of
matching and mainly corresponding components.
Integrated planning includes new technologies already in a concept phase
and allows to optimize planning effort.
During construction total costs for procurement, installation and start up
will be cut.


The user in the end benefits due to lower operational costs in spite of
higher flexibility for changing demands.

Actors in Integrated Planning – PPP Frankfurt – Part 1


Let’s start with the definition of a Public Private Partnership (PPP): It is a
partnership between the public and private sector for the purpose of
delivering a project or service traditionally provided by the public sector.


Public Private Partnership recognises that both the public sector and the
private sector have certain advantages relative to the other in the
performance of specific tasks. By allowing each sector to do what it does
best, public services and infrastructure can be provided in the most
economically efficient manner.


Recently the Federal Minister for Construction, Manfred Stolpe, presented
a survey about ppp’s. The result: PPP’s allow a gain in efficiency from up
to 20% in this field.

Actors in Integrated Planning – PPP Frankfurt – Part 2


The TIP Forum is more than just an bilateral partnership. Besides the
Urban Energy Planning Department and Siemens other cooperation
partners are included. IP Building - an internet portal that ensures the
communication flow - investors, architects, technologist and last but not
least scientists.


Normally being antagonists the public and private stakeholders recognized
that both aim at the same objective: sustainability and energy saving! The
Urban Energy Planning Department tries to realize the targets set in Kyoto
and Rio, we - the TIP Team - support energysaving technologies
according to our company principles to enhance the company value and to
embrace corporate responsibility.
The joint actions taking in this PPP create synergies for all partners:
The City of Frankfurt which has only a small influence concerning the
energy demand of buildings and the supply sides is able in this
cooperation with development companies, architects, and investors to
reach much better results. We take advantage of this cooperation by
getting in contact with our potential client at very early stage og planning.
Investors, architects, technologists and scientist benefit from this PPP by
finding common objectives and transferring know-how.

Synergies to Success: TIP Model


These Synergies to Success have been created on various levels.


Our communication platform - the TIP Dialogforum - which will be held in
September for the fourth time - proves already successful. The first
project group has been established recently dealing with a quite ambitious
building project in Frankfurt. Hopefully other groups will follow on this
operational stage.


The invitation to New York I talked about is another success story. We
have never thougt about having the opportunity to present our concept
jointly on an international congress. The feedback we got from other cities
as Beijing, Chicago, Kristianssand or Montevideo was very positive. They
all want to learn from this cooperation.


Above all even an a political level this cooperation works. Some weeks
ago scientist, politicians and economic leader gathered to discuss the TIP
Perspectives.

What are our perspectives? The Frankfurt concept of TIP is being be
rolled out now. Munich and Stuttgart ar the next cities to adopt it.
Europe will follow with focus on Great Brtian, Italy, Netherlands, Portugal
and Spain. Globally TIP goes China, Russia and USA.
Further more we are working on establishing more and more working
groups dealing with new projects and to intensify the cooperation.
Our global perspectives bring us back to the beginning of my presentation.
The Cubes programm invitated the City of Frankfurt to join this
programme actively. We are - at the moment - talking about how to
manage this.


The TIP concept is a working example showing that is possible to
overcome the cliché that the phrase “Think global act local” has become in
the meanwhile.

Totally Integrated PowerTM Imagine Stockholm Kristianstadt Chicago Frankfurt Rome Beijing New York Seoul Mexico City Daressalam Sao Paulo Capetown Montevideo Imagine A Frankfurt concept of public private partnership goes New York, Montevideo, Capetown or Bejing… It is not a fairy tale - it is happening! The TIP Forum - initiated by IP-Building, in cooperation with The Urban Energy Planning Department in Frankfurt am Main and us - the local TIP Team of Siemens as a initiator - serves as a role model for the realization of low energy buildings and high efficient energy supply in a UNESCO program called Cubes. In October 2003 we had the honour to present our concept at the UNESCO/CUBES Conference getting in contact with all the cities mentioned. The local stakeholders are now keen to learn about this PPP which I’d like to present right now. 2

Totally Integrated Power ( TIP ) by Siemens started two years ago, with public and private stakeholders, a new, local initiative for innovative and integrated planning and sustainable constructing which is now going “global”. Organizing a communication platform for investors, architects, users, industry, public authorities and universities which present their success stories and best practices the TIP Forum is supposed to facilitate, and enhance integrated planning processes and last but not least to enjure energy saving. Integrated Planning is not yet a matter of course in fact integrated planning is something of a rarity though it helps costs and energy saving. 3

Totally Integrated PowerTM Planning Process: Status Quo Planning Process: Status Quo Before I’m going to talk about integrated planning processes I’d like to outline the way planning processes work normally. An investor takes the decision to build a new office building. The first person an investor talks to is - after having persuaded many bankers - his developer. The budget will be assigned, the investment calculated. The developer chooses a project manager which is supposed to control and coordinate all related activities and operations and so on… The most important issue in this kind of planning process is that different occupational groups with different cultures, speaking different languages get together aiming at different objectives and targets: the investors has a greater vision in mind - the developer is looking for technical solutions and the project manager tries to save as many costs as possible. They - normally – never gather all together! 4

Another decision will be followed by a predefined action. Thus an investor comes across differents mile stones on a timescale where he has to decide eg.: - how to design the framework of energy technology or - how to arrange the accessways according to the provisions of the local laws. 5
  • 8. Totally Integrated PowerTM Planning Process: TIP Model Planning Process: TIP Model As simple as integrated planning sounds as difficult is its realisation. Splitted responsibilities, rigid structures in organization, disciplinary boundaries between architect, technical planner and general contractor as well as an antiquated orientation on small units are in opposition to the aim of integrating the planning process. The TIP model recommends that all partners join the planning process from the very beginning - overcoming all differences, defining common objectives in order to take joint actions. 6

Totally Integrated PowerTM Sustainability, Efficiency, Cost Saving - no Contrasts Most effective tool to save energy and costs Raising the return on investment by cutting costs of procurement, installation and start up cutting lifecycle costs Offering more flexibility for changing demands Saving energy by optimized installations Sustainability, Efficiency, Cost Saving - no Contrasts We learned that integrated planning is the most effective tool in order to save energy and costs as well. Integrated planning that means -ensuring availability and security - cutting lifecycle costs - a raise on return on invest for the investor and - additional cost saving with additional guarantied quality due to the use of matching and mainly corresponding components. Integrated planning includes new technologies already in a concept phase and allows to optimize planning effort. During construction total costs for procurement, installation and start up will be cut. The user in the end benefits due to lower operational costs in spite of higher flexibility for changing demands. 7

Totally Integrated PowerTM Actors in Integrated Planning – e.g. PPP Frankfurt The Urban Energy Planning Department TIP Team Siemens AG, NL Frankfurt IP Building Various Investors Architects Scientist Actors in Integrated Planning – PPP Frankfurt – Part 1 Let’s start with the definition of a Public Private Partnership (PPP): It is a partnership between the public and private sector for the purpose of delivering a project or service traditionally provided by the public sector. Public Private Partnership recognises that both the public sector and the private sector have certain advantages relative to the other in the performance of specific tasks. By allowing each sector to do what it does best, public services and infrastructure can be provided in the most economically efficient manner. Recently the Federal Minister for Construction, Manfred Stolpe, presented a survey about ppp’s. The result: PPP’s allow a gain in efficiency from up to 20% in this field. 8

Besides the Urban Energy Planning Department and Siemens other cooperation partners are included. IP Building - an internet portal that ensures the communication flow - investors, architects, technologist and last but not least scientists. Normally being antagonists the public and private stakeholders recognized that both aim at the same objective: sustainability and energy saving! The Urban Energy Planning Department tries to realize the targets set in Kyoto and Rio, we - the TIP Team - support energysaving technologies according to our company principles to enhance the company value and to embrace corporate responsibility. The joint actions taking in this PPP create synergies for all partners: The City of Frankfurt which has only a small influence concerning the energy demand of buildings and the supply sides is able in this cooperation with development companies, architects, and investors to reach much better results. We take advantage of this cooperation by getting in contact with our potential client at very early stage og planning. Investors, architects, technologists and scientist benefit from this PPP by finding common objectives and transferring know-how. 9

Our communication platform - the TIP Dialogforum - which will be held in September for the fourth time - proves already successful. The first project group has been established recently dealing with a quite ambitious building project in Frankfurt. Hopefully other groups will follow on this operational stage. The invitation to New York I talked about is another success story. We have never thougt about having the opportunity to present our concept jointly on an international congress. The feedback we got from other cities as Beijing, Chicago, Kristianssand or Montevideo was very positive. They all want to learn from this cooperation. Above all even an a political level this cooperation works. Some weeks ago scientist, politicians and economic leader gathered to discuss the TIP Perspectives. 10

The Frankfurt concept of TIP is being be rolled out now. Munich and Stuttgart ar the next cities to adopt it. Europe will follow with focus on Great Brtian, Italy, Netherlands, Portugal and Spain. Globally TIP goes China, Russia and USA. Further more we are working on establishing more and more working groups dealing with new projects and to intensify the cooperation. Our global perspectives bring us back to the beginning of my presentation. The Cubes programm invitated the City of Frankfurt to join this programme actively. We are - at the moment - talking about how to manage this. The TIP concept is a working example showing that is possible to overcome the cliché that the phrase “Think global act local” has become in the meanwhile. 11
