The Grapevine Chamber of Commerce

The Grapevine Visitors Shuttle will take
you from Dallas/Fort Worth International
Airport to shopping areas, restaurants and
entertainment areas in Grapevine. Shuttles
operate seven days a week except for major
holidays. All shuttles are handicap-accessible
and the four shuttle routes make it easy to visit
all of Grapevine’s attractions, restaurants and
shops. Passes can be purchased on board the
shuttles, at the Grapevine Visitor Information
Center located at 636 S. Main Street, or at
participating Grapevine hotels.

Grapevine is the oldest settlement
in Tarrant County, originating
under the Lone Star flag in 1844,
a year before Texas became a part of the
United States.
In October 1844, General Sam Houston and
fellow Republic of Texas Commissioners
camped at Tah-Wah-Karro Creek, also known
as Grape Vine Springs, to meet with leaders
of ten Indian nations. This historic meeting
culminated in the signing of a treaty of “peace,
friendship and commerce,” which opened
the area for settlement by homesteaders and
pioneers.
The settlement was named Grapevine because
of its location on the Grape Vine Prairie near
Grape Vine Springs, both of which were
named for the tart, wild Mustang grapes that
blanketed the area.
Following the signing of the treaty, settlement
began in the area that would become the City
of Grapevine. Growth during the 19th century
was modest but steady. By 1890, the town had
about 800 residents, along with amenities more
common in larger cities such as a newspaper, a
public school, several cotton gins, a post office
and a railroad depot. Steady growth continued
early in the 20th century, and, on January 12,
1914, after the area had been known by several
other names, the post office changed the town
name to the one-word title Grapevine.
Today, the City of Grapevine remains deeply
committed to the preservation and faithful
stewardship of its historic resources.
The city even established a non-profit
organization devoted to historic preservation
advocacy called the Grapevine Heritage
Foundation. This membership organization
provides historic preservation advocacy,
education and outreach to thousands of school
children and visitors who explore the city each
year.
The spirit of Grapevine is alive and well thanks
to the volunteer efforts of our community
including the Grapevine Heritage Foundation
and other local organizations.
Two annual major downtown festivals -
Main Street Fest and GrapeFest - provide
funding for revitalization and new projects
that preserve and celebrate the rich history of
Grapevine for generations to come.

SALES TAX
A sales tax is imposed on all retail sales, leases and
rentals of most goods, as well as taxable services.
The State of Texas imposes a rate of 6 1/4%
(.0625). As of April 1, 2007 the City of Grapevine
imposes an additional local sales tax of 2% (.02) for
a combined total of state and local sales tax of 8
1/4% (.0825).
PROPERTY TAXES
The City of Grapevine has a 2015 / 2016 property
tax rate of $0.328437 per $100 of valuation. For
example, the owner of a home assessed at $200,000
will owe taxes of $656.87.

The legislative and governing body of the City of Grapevine consists of a
Mayor and six Council Members. The Mayor and Council Members are
elected at large for three-year terms.
The regular meetings for City Council are held the first and third Tuesday
of every month at City Hall, with special meetings called as needed.

The Grapevine Chamber of Commerce is not a PAC (Political Action Committee),
but the organization uses its relationship with local, regional, state and national elected
officials to inform the business investors on issues that impact their operations and
bottom line daily.
Working with other area leaders and organizations, the goal for the staff and Board
of the Grapevine Chamber is to provide relevant updates and notifications on current
legislation or actions of our elected officials so that our businesses can let their voices

Grapevine’s Historic District is home
to the Historic Palace Theatre, the

Demographics show the city’s residents

of 49,479 in 2014 and a current estimated
daytime population of approximately
110,000.

Grapevine-Colleyville ISD, a K-12 public school system in the heart of the
Dallas-Fort Worth Metroplex, is making bold changes in the way teachers
teach and the way students learn. In the fifth year of their 10-year strategic
plan, the district is transforming its culture to provide the foundation that today’s
21st Century learners will need to be successful now and in life beyond high school.
LEAD 2021
GCISD’s strategic plan is called
LEAD 2021, which stands for Leading
Excellence-Action Driven. The district’s
strategic plan is creating an innovative
environment where students are inspired,
encouraged and supported through its
four core objectives:
•	 Preparing students to be college and
career ready;
•	 Harnessing technology for learning;
•	 Fostering citizenship and mutual
respect; and
•	 Building community involvement.
Through LEAD 2021, GCISD has
developed a wide variety of education
opportunities to help meet the needs
of all students. All GCISD elementary
campuses are now 1:1, meaning that each
student is equipped with a technology
device, such as an iPad, to help enhance
instruction and learning. The district’s
elementary ASPIRE Academy, two-way
dual language and STEM programs have
now advanced to the middle school levels.
Students can now explore new career
studies at the Technology Education and
Career Center. Students across the entire
state can take part in a GCISD education
through iUniversity Prep, the district’s
virtual school. And soon GCISD will
have hundreds of students earning
an associate’s degree along with their
high school diploma through GCISD’s
newest high school, Collegiate Academy
at Tarrant County College Northeast.
These projects and programs have been
made possible through LEAD 2021 and
the continued support of the GCISD

The mission of GCISD is to be the BEST,
which is defined as Building Excellent
Schools Together. GCISD maintains a
long-standing commitment to educational
excellence for all children. Building on its
mission, the district continues increasing
the level of rigor in classrooms to address
expectations of the community and better
prepare students for success in college
and their future careers. GCISD is home
to high-achieving and high-performing
students and staff. Both traditional high
schools consistently earn spots on ‘best
high school lists,’ such as the Washington
Post’s annual ranking feature. A new
record was achieved this year by having
20 students named National Merit Semi-
Finalists for the 2015-2016 school year.
Additionally, GCISD’s fine arts students
and programs continually earn notable
recognition through the All-State program
and national music, theater and dance
competitions. For three consecutive years,
GCISD has been included in the list of
Best Communities for Music Education.
Furthermore, GCISD student athletes and
teams regularly earn state champion titles in
wrestling, cross country, tennis and more.
In GCISD, they employ multiple measures
to assess student progress, such as scores
on the ACT and SAT college readiness
exams. On the most recent results, GCISD
student composite scores continue to
remain higher on the ACT and SAT than
the scores at both the state and national
averages on those assessments. Each
year, GCISD graduates attend respected
universities across the country, such as
the University of Texas, Baylor and Texas
A&M here in state, to Princeton, Harvard,
Emory, Stanford, Georgetown and many
others. Through Career and Technology
Education courses, students acquire
industry certifications that lead into careers
or further education including, Emergency
Medical Technician, Certified Nursing
Assistant, Texas Floral Certification,
Microsoft Office Specialist and Master,
Adobe Creative Suite Certification, and
ServSafe Food Safety Management.
Recognized for Excellence
Educators in GCISD are among the best
and have been finalists for Presidential
honors, invited to attend Supreme Court
Summer Institutes, and recognized by their
professional organizations for excellence.
GCISD also is recognized for excellence
in its purchasing, financial and operational
practices as it strives to be good stewards
of taxpayer dollars. The district’s Financial
Services department received recognition
for its high level of transparency, earning
a 2015 Platinum Leadership Circle Award
from the Texas Comptroller’s Office. This
also is GCISD’s fourth consecutive year
to earn the Leadership Circle Award at the
highest level. GCISD Financial Services
also earned a Pass rating in the Financial
Integrity Rating System of Texas (FIRST).
The district has received the highest rating
possible for each of the 13 years the FIRST
program has existed.
The success of GCISD students – past,
present and future – begins at home with
the continued support of parents and the
community. The Grapevine-Colleyville
Education Foundation continues to
fund millions of dollars in grants and
scholarships for our students and
educators. CONNECT has a long history

nity Activities Center) is a multi-generational

Business in Grapevine expanded in
2014 due to the completion of
the DFW Connector construction
project in 2013 and an overall upswing in
the national economy. New construction for
the first nine months of 2014 totaled $120
million, and retail sales have rebounded
to pre-recession levels. Hotel occupancies
rose into the lower 70% levels, continuing
Grapevine’s status as the top hotel market
in the Metroplex. Major target industries
include hospitality, entertainment, retail
and tourism. This strategy has resulted in
a visitor count of 19 to 20 million per year
with 85% to 90% of retail sales originating
from non-residents.
Transportation
Grapevine has outstanding access within
the region and state. A majority of Dallas/
Fort Worth International Airport is located
within the Grapevine city limits, providing
global access to residents and visitors. Total
passengers exceed 60 million per year and is
expected to increase to 70 million by 2020.
Seven major highways converge within
Grapevine’s corporate limits, providing
easy access to both state and national
destinations. Commuter rail, with the Fort
Worth Transportation Authority’s (The T)
TEXRail, is scheduled to be in operation
by 2018, with Grapevine planned to have
a station at the intersection of Main St.
and Dallas Rd. The commuter line will run
from the medical district in Fort Worth
to the Dallas/Fort Worth International
Airport. The Dallas Area Rapid Transit
(DART) recently opened light rail from
the airport eastward into the Dallas area,
and this service will connect with the
planned commuter rail line in Grapevine.
A study done by economists Dr. Bernard
Weinstein and Dr. Terry Clower indicated
that a commuter rail station in Grapevine
would generate $50-$100 million in new or
renovated development, as well as enhance
Grapevine as a tourist and business
destination. To improve intra-city mobility,
Grapevine offers a local shuttle system,
consisting of a four bus fleet with routes
between all major commercial and tourism
entities within the community.
Grapevine Mills
Grapevine Mills Mall opened in 1997
and continues to play a major role in
Grapevine’s economy. This 1.6 million sq.
ft. mall contains 200 stores and 30 kiosks.
It attracts 13 to 15 million shoppers and
employs 1,500 people. Simon Corporation
purchased the mall and has continued to
make the retail and entertainment mix fresh
and exciting. Simon began a $40 million
renovation in 2014 to give the interior a
classic and timeless look. This renovation
is scheduled to finish in February 2016.
In addition, a new more upscale/fashion
tenant mix has been initiated, providing
new tenants such as Coach, H&M, Michael
Kors and Kenneth Cole. Saks Off 5th
and Nike completed major renovations,
adding further value to the mall. Merlin
Entertainment, the second largest visitor
attraction company in the world with 59
attractions in Europe, Asia and North
America, opened two attractions within the
mall in 2011, LEGOLAND® Discovery
Center DFW and SEA LIFE Aquarium.
Two expansions to LEGOLAND include
a forest themed indoor driving track and
an outdoor pirate themed splash-park.
LEGOLAND and SEA LIFE Aquarium
deliver a combined attendance of 1.1
million visitors per year.

to resounding success. The hotel has future
plans for the addition of a 492 room
tower, a 277,000 sq. ft. convention center
expansion and additional parking spaces.
Grapevine’s Great Wolf Lodge continued
to flourish as the best hotel in their chain,
with a busy year in 2015.
Grapevine’s hotel room count was further
increased by completion of a 301 unit
Marriott product on the Silverlake Addition
at the intersection of State Hwy. 26 and
Bass Pro Dr. This hotel combines the flags
of Marriott’s Courtyard and TownePlace
Suites.
The occupancy rate for all hotels surveyed
by Smith Travel Research in 2014 stayed
near the 2013 levels of 73%. The average
daily room rate increased to $147 in 2014
from the average of $141 in 2013.
Restaurant & Retail
The restaurant industry continued to
rebound due to the completion of major
highway construction on State Hwy. 114.
John Evans completed the Towers of
Grapevine retail and restaurant complex
at William D. Tate and State Hwy. 114 in
2014. The Towers includes an 11,600 sq.
ft. Pappadeaux Seafood Kitchen, In-N-Out
Burger restaurant, two restaurant pad sites,
as well as a 13,000 sq. ft. retail building
containing AT&T Mobile, Grimaldi’s Pizza
and Jimmy John’s Gourmet Sandwiches.
A new retail shopping center named
The Gallery was completed in 2015 at
the southeast corner of Main St. and E.
Northwest Hwy. This 40,000 sq. ft. historic
replica building is leasing, with retail on the
first floor and office on the second floor.
Cotton Patch Cafe is now open on the first
floor.
Three new wineries have been opened on
Main St. in 2015. Sloan & Williams Winery
opened a new location on 401 S. Main St.
Wine Fusion Winery opened at 603 S. Main
St., Ste. 304, offering unique wine blending
classes. Umbra Winery opened at 415 S.
Main St. and features Texas wines, as well
as a tasting room.
Gary Humble has moved forward with his
plans to bring craft brewing to Grapevine.
Humble provides craft label beers in the
Metroplex and finished the construction
of his headquarters for Grapevine Craft
Brewery at Jean St. and Dallas Rd. in
2015. His building includes a 10,000 sq.
ft. brewing and tasting area, along with an
outdoor beer garden and patio.
City Property Purchase
In 2014, the City of Grapevine purchased
the largest remaining contiguous
commercial site in Grapevine, consisting
of 185 acres at the northeast corner of
Grapevine Mills Blvd. and FM 2499. It
languished during the recession, and the
City of Grapevine purchased it to return
it to private development. This property
is well situated for future commercial
development or mixed-use. The City
engaged the consultants HR&A to begin
the process of determining the market
feasibility and proper land uses for the site.
The company’s study continued into the
first quarter of 2015.
The centerpiece of this new development
is Kubota Tractor’s North American
Headquarters, which recently began
construction. Relocated from California,
this campus will initially house 350
employees, with plans to grow to 550
and a ceiling of nearly 1,200. Along with
administrative and executive services, a
Research & Development building will be
located there as well. Kubota is the first
of many high-end businesses planned to
locate within “The 185,” as it is called.
The development will contain a mix of
retail, destination entertainment, office,
residential and industrial uses.

Each Membership Luncheon is designed to provide education, motivation
and updates to Chamber members. Recent new members to the Chamber are
introduced the first time they attend, and there is a “Must Be Present to Win”
drawing at the end of each luncheon.
Organization Structure
The Grapevine Chamber of Commerce is a
501(c)6 nonprofit corporation, chartered in
1952. The Chamber’s operational budget
comes from the business member’s yearly
investment, along with projects and special
events.
The mission, budget and program of work is
designed by the Chamber’s volunteer Board
of Directors, constructed of elected and
appointed members. The Board of Directors
hires a CEO to maintain the day-to-day
operations of the organization and staff, housed
at the Chamber office.
The Grapevine Chamber Foundation, a 501(c)3
nonprofit was established in 2013 to support
worthwhile charitable activities.

  • 12. Grapevine is the oldest settlement in Tarrant County, originating under the Lone Star flag in 1844, a year before Texas became a part of the United States. In October 1844, General Sam Houston and fellow Republic of Texas Commissioners camped at Tah-Wah-Karro Creek, also known as Grape Vine Springs, to meet with leaders of ten Indian nations. This historic meeting culminated in the signing of a treaty of “peace, friendship and commerce,” which opened the area for settlement by homesteaders and pioneers. The settlement was named Grapevine because of its location on the Grape Vine Prairie near Grape Vine Springs, both of which were named for the tart, wild Mustang grapes that blanketed the area. Following the signing of the treaty, settlement began in the area that would become the City of Grapevine. Growth during the 19th century was modest but steady. By 1890, the town had about 800 residents, along with amenities more common in larger cities such as a newspaper, a public school, several cotton gins, a post office and a railroad depot. Steady growth continued early in the 20th century, and, on January 12, 1914, after the area had been known by several other names, the post office changed the town name to the one-word title Grapevine. Today, the City of Grapevine remains deeply committed to the preservation and faithful stewardship of its historic resources. The city even established a non-profit organization devoted to historic preservation advocacy called the Grapevine Heritage Foundation. This membership organization provides historic preservation advocacy, education and outreach to thousands of school children and visitors who explore the city each year. The spirit of Grapevine is alive and well thanks to the volunteer efforts of our community including the Grapevine Heritage Foundation and other local organizations.   • 38. 36 Grapevine Chamber of Commerce Business in Grapevine expanded in 2014 due to the completion of the DFW Connector construction project in 2013 and an overall upswing in the national economy. New construction for the first nine months of 2014 totaled $120 million, and retail sales have rebounded to pre-recession levels. Hotel occupancies rose into the lower 70% levels, continuing Grapevine’s status as the top hotel market in the Metroplex. Major target industries include hospitality, entertainment, retail and tourism. This strategy has resulted in a visitor count of 19 to 20 million per year with 85% to 90% of retail sales originating from non-residents. Transportation Grapevine has outstanding access within the region and state. A majority of Dallas/ Fort Worth International Airport is located within the Grapevine city limits, providing global access to residents and visitors. Total passengers exceed 60 million per year and is expected to increase to 70 million by 2020. Seven major highways converge within Grapevine’s corporate limits, providing easy access to both state and national destinations. Commuter rail, with the Fort Worth Transportation Authority’s (The T) TEXRail, is scheduled to be in operation by 2018, with Grapevine planned to have a station at the intersection of Main St. and Dallas Rd. The commuter line will run from the medical district in Fort Worth to the Dallas/Fort Worth International Airport. The Dallas Area Rapid Transit (DART) recently opened light rail from the airport eastward into the Dallas area, and this service will connect with the planned commuter rail line in Grapevine. A study done by economists Dr. Bernard Weinstein and Dr. Terry Clower indicated that a commuter rail station in Grapevine would generate $50-$100 million in new or renovated development, as well as enhance Grapevine as a tourist and business destination. To improve intra-city mobility, Grapevine offers a local shuttle system, consisting of a four bus fleet with routes between all major commercial and tourism entities within the community. Grapevine Mills Grapevine Mills Mall opened in 1997 and continues to play a major role in Grapevine’s economy. This 1.6 million sq. ft. mall contains 200 stores and 30 kiosks. It attracts 13 to 15 million shoppers and employs 1,500 people. Simon Corporation purchased the mall and has continued to make the retail and entertainment mix fresh and exciting. Simon began a $40 million renovation in 2014 to give the interior a classic and timeless look. This renovation is scheduled to finish in February 2016. In addition, a new more upscale/fashion tenant mix has been initiated, providing new tenants such as Coach, H&M, Michael Kors and Kenneth Cole. Saks Off 5th and Nike completed major renovations, adding further value to the mall. Merlin Entertainment, the second largest visitor attraction company in the world with 59 attractions in Europe, Asia and North America, opened two attractions within the mall in 2011, LEGOLAND® Discovery Center DFW and SEA LIFE Aquarium. Two expansions to LEGOLAND include a forest themed indoor driving track and an outdoor pirate themed splash-park. LEGOLAND and SEA LIFE Aquarium deliver a combined attendance of 1.1 million visitors per year. The hotel has future plans for the addition of a 492 room tower, a 277,000 sq. ft. convention center expansion and additional parking spaces. Grapevine’s Great Wolf Lodge continued to flourish as the best hotel in their chain, with a busy year in 2015. Grapevine’s hotel room count was further increased by completion of a 301 unit Marriott product on the Silverlake Addition at the intersection of State Hwy. 26 and Bass Pro Dr. This hotel combines the flags of Marriott’s Courtyard and TownePlace Suites. The occupancy rate for all hotels surveyed by Smith Travel Research in 2014 stayed near the 2013 levels of 73%. The average daily room rate increased to $147 in 2014 from the average of $141 in 2013. Restaurant & Retail The restaurant industry continued to rebound due to the completion of major highway construction on State Hwy. 114. John Evans completed the Towers of Grapevine retail and restaurant complex at William D. Tate and State Hwy. 114 in 2014. The Towers includes an 11,600 sq. ft. Pappadeaux Seafood Kitchen, In-N-Out Burger restaurant, two restaurant pad sites, as well as a 13,000 sq. ft. retail building containing AT&T Mobile, Grimaldi’s Pizza and Jimmy John’s Gourmet Sandwiches. A new retail shopping center named The Gallery was completed in 2015 at the southeast corner of Main St. and E. Northwest Hwy. This 40,000 sq. ft. historic replica building is leasing, with retail on the first floor and office on the second floor. Cotton Patch Cafe is now open on the first floor. Three new wineries have been opened on Main St. in 2015. Sloan & Williams Winery opened a new location on 401 S. Main St. Wine Fusion Winery opened at 603 S. Main St., Ste. 304, offering unique wine blending classes. Umbra Winery opened at 415 S. Main St. and features Texas wines, as well as a tasting room. Gary Humble has moved forward with his plans to bring craft brewing to Grapevine. Humble provides craft label beers in the Metroplex and finished the construction of his headquarters for Grapevine Craft Brewery at Jean St. and Dallas Rd. in 2015. His building includes a 10,000 sq. ft. brewing and tasting area, along with an outdoor beer garden and patio. City Property Purchase In 2014, the City of Grapevine purchased the largest remaining contiguous commercial site in Grapevine, consisting of 185 acres at the northeast corner of Grapevine Mills Blvd. and FM 2499. It languished during the recession, and the City of Grapevine purchased it to return it to private development. This property is well situated for future commercial development or mixed-use. The City engaged the consultants HR&A to begin the process of determining the market feasibility and proper land uses for the site. The company’s study continued into the first quarter of 2015. The centerpiece of this new development is Kubota Tractor’s North American Headquarters, which recently began construction. Relocated from California, this campus will initially house 350 employees, with plans to grow to 550 and a ceiling of nearly 1,200. Along with administrative and executive services, a Research & Development building will be located there as well. Kubota is the first of many high-end businesses planned to locate within “The 185,” as it is called. The development will contain a mix of retail, destination entertainment, office, residential and industrial uses.
