20. What is a cooperative model of local
government?
Cooperative councils draw on a diverse set
of approaches, shaped by common
cooperative principles, and work in
partnership with communities to:
• Transform relationship with communities
• Build community resilience
• Drive economic development, create
social value & revitalise places

Network
The CCIN is a non-party political hub for
cooperative policy development, innovation and
advocacy. It is a membership network for local
authorities that are committed to transforming
