Is compliance risk?
The definition of risk is “effect of uncertainty on objectives”
In effect, managing risk means to manage uncertain outcomes in the
pursuit of objectives
If compliance is comparable to objectives and a desirable outcome, then
we can argue that to manage compliance we are in effect managing the
uncertainty of outcomes in the pursuit to become compliant
Compliance is therefore not risk at all, it is the outcome of risk
management
