Halifax, Nova Scotia's current economic plan (Strategies for Success-2005-2010) expires this fall. All three levels of government and the private sector are working together to develop a renewed Economic Strategy for 2011-2016. The Greater Halifax Partnership is leading this review and renewal process which began in April 2010 and will conclude in March, 2011. Throughout the process, we are sharing the evolution of the strategy. This is a living document that will continue to evolve until the strategy is approved in late March, 2011.

A Web search engine must update its index periodically to incorporate changes to the Web. We argue in this paper that index updates fundamentally impact the design of search engine result caches, a performance-critical component of modern search engines. Index updates lead to the problem of cache invalidation: invalidating cached entries of queries whose results have changed. Naive approaches, such as flushing the entire cache upon every index update, lead to poor performance and in fact, render caching futile when the frequency of updates is high. Solving the invalidation problem efficiently corresponds to predicting accurately which queries will produce different results if re-evaluated, given the actual changes to the index. To obtain this property, we propose a framework for developing invalidation predictors and define metrics to evaluate invalidation schemes. We describe concrete predictors using this framework and compare them against a baseline that uses a cache invalidation scheme based on time-to-live (TTL). Evaluation over Wikipedia documents using a query log from the Yahoo! search engine shows that selective invalidation of cached search results can lower the number of unnecessary query evaluations by as much as 30% compared to a baseline scheme, while returning results of similar freshness. In general, our predictors enable fewer unnecessary invalidations and fewer stale results compared to a TTL-only scheme for similar freshness of results.

Paper offers a case study of an anonymous NGO who adopt a more grass-roots approach to civic regeneration that uses media technology. Recommendations for future work are approaches should be holistic, recognizing the need to take on all stages of technology dissemination and not just the cheap technological bits and that approaches should be socially led.

For me, Indonesia is the smell of kretek, the taste of tahu tempeh goreng, the 24/7 life, the becak and street vendors in the streets. In Jakarta only a few of these are visible. The becak has already been banned from the inner-city because of the association with underdevelopment and causes congestion and now also street vendors are next.. Street vendors are often associated with traffic jams, pollution and crime. Many news articles have been written about street vendors causing congestion and how the city government reacts by removing and/or relocating the street vendors often to off-street public market buildings: almost weekly they are mentioned in the newspapers, related to relocation issues or riots. These relocation processes do not always work out as planned and street vendors riot or return to their old familiar spot. This triggered something in me. I had to see this for myself and went to Jakarta for a period of three weeks. During my stay I talked to street vendors but also to local people and tourists, not only to find out their opinions on each other and the public space, but also to find out underlying motives and thoughts. I went to visit several areas where street vendors operate or operated until very recently. The government did their job clearing the streets or in other cases started the relocation of street vendors to public market buildings. This often did not work out and resulted in street vendors returning to the streets or even violence. As a designer of space – and a food lover – this socio spatial problem truly fascinates me and led me to write this thesis. This master thesis ‘Integrating Jakarta’s Street Vendors Into Architecture’ is written in the name of Delft University of Technology as a student of the architecture department within the Explorelab 18 studio. In this studio I am able to explore my fascination, not only my fascination with the highly interesting city of Jakarta, the ‘Indonesian culture’ and its people, but also to explore my role as an architect. This research therefore consists of theoretical, but most of all empirical studies. When I mentioned to my research mentor Gregory Bracken that I see my role as an architect as a mediator, he replied the architect could very well be the catalyst. According to the Cambridge dictionary a catalyst can be defined as ‘an event or person that causes great change’. I hope in my life I will be able to contribute to making the world a little bit betterefbejlfnwefewfnfewmifnewfnew;nfewfnefewfovendors in Jakarta, what is their background and how do they work? How can street vendors best be facilitated? What can we learn from relocation processes conducted by the city government? The emergence of Living Labs is increasingly calling the attention of practitioners, researchers and policymakers, springing as collaborative spaces and social innovation experiments around the world. They are usually characterized by the active involvement of users (citizens and communities) as co-creators of knowledge in innovation processes. This paper critically reviews literature on Living Labs and analyzes narratives on users’ and communities participation in a sample of 120 LLs obtained from the European Network of Living Labs (ENoLL) from 2006 to 2012. Our findings show that LL is an ‘umbrella’ concept which includes a diversity of cross-sector societal experiments which favour systemic and boundary-spanning collaboration between private, public, and people partnership. Different discourses on the role of users were identified, covering many approaches to their participation in innovation processes. In most of LLs users are considered as source of information for detecting needs, with much focus on end-customer validation in testing and experimentation and a very limited user’s participation as co-creators in innovation processes. Although the widely accepted discourses on ‘co-creation’ and ‘co-production’ with users and communities in LLs, their contribution as part of a broader social development or social change agenda from the perspective of social innovation remains unclear

Staff Seminar Thursday 29 Oct., 2-4 p.m. Seminar Room, Journalism & Media Research Centre, 1-3 Eurimbla St (corner High St), Randwick The concept of produsage (Bruns 2008) describes the user-led collaborative approach to content creation which is prevalent in open source, citizen journalism, and the Wikipedia, as well as many other social media spaces. While many produsage projects have emerged initially to challenge dominant players in industry, their successful establishment as viable and sustainable alternatives also opens the door for an exploration of manageable cooperative arrangements between industry and community. Many challenges remain for such Pro-Am (Leadbeater & Miller 2004) models, however - not least an often deep-seated sense of mutual distrust -, and successful Pro-Am models may be most likely to succeed when sponsored by trusted third parties (public broadcasters, NGOs). This presentation explores pitfalls and possibilities in the Pro-Am space.

We call innovation pioneers the experts in a scientific or technical domain in the early stages of its development. Advances in information technologies allow networks of organizations and individuals to exchange ideas and knowledge. Not differently from what has happened in communities of consumers with the emergence of the so called prosumers, ICT can support communities of innovation pioneers. However, the role of IT in this domain has not been studied extensively in the management literature. Understanding the dynamics of communities of innovation pioneers, instead, can provide companies with precious knowledge on future breakthrough innovations. This paper means to deepen our understanding of communities of innovation pioneers and the role of IT in supporting them. To achieve this goal, we investigate the case of Musigen, a new web platform with the purpose to support knowledge sharing in the generative music field.

Retrieval augmented generation (RAG) is the most popular style of large language model application to emerge from 2023. The most basic style of RAG works by vectorizing your data and injecting it into a vector database like Milvus for retrieval to augment the text output generated by an LLM. This is just the beginning. One of the ways that we can extend RAG, and extend AI, is through multilingual use cases. Typical RAG is done in English using embedding models that are trained in English. In this talk, we’ll explore how RAG could work in languages other than English. We’ll explore French, Chinese, and Polish.
