1. Consider the kind of wh – word given. (i.e. where)
2. Apply the rule in changing statements to question.

3. Remove the word or phrases that answer the questions.
Example: Are they here? > Are they here?
4. Combined the wh – word and the information left in the
sentence.
Example: Where are they?
