- Good Afternoon , for me it is a pleasure to be here. We would like to present here today some experiments we have been working with in the Brazilian Chamber of Deputies over the last years. It has been a hard learning process and very challenging as well. I apologize if my English is not so good. I will do my best.
- As you know, Brazil is a Huge country, With a huge population pulsing with different kinds of ideas And we are represented by 513 (five hundred thirteen) deputies, This scenario challenges us to create diverse channels of interaction to give voice to our citizens.
- Well, All over the world, people want an improvement in the dialogue with the government and the parliament. They actually want to engage in the policymaking process And have their voice heard by the parliament. In other words, they want to take part in the public decision-making. Since then, we have intensified the actions to amplify the dialogue between the Legislative Branch and the society, turning the work in the parliament more transparent and participative.
- Good practices show that there is a potential new role for modern-day legislators: they are becoming crowdsourcing facilitators. Instead of doing all the work only with their advisors, the deputies open a channel of digital communication with the people and incorporate some of their suggestions in draft bills.
- One of the main tools we have in the Brazilian Chamber Deputies is the Portal e-Democracy that offers several ways for citizens to engage in the legislative process.
- For instance , find a good theme to instigate a virtual debate about any legislative subject. Sometimes we receive demands from the lawmaker to hear from society what they think about a bill, and how they can contribute with the draft bill. Sometimes, citizens propose themes to be discussed, such as budget, desarmament, and others.
- The e-Democracy Portal also has a Twitter and a Facebook contact.
- Another tool is the videoforum, where citizens can exchange ideas. It’s possible to post videos what suits Lawmakers for a quicker response. Citizens usually appreciate this solution more than a text that could have been written by a lawmaker advisor.
- Wikilegis is a wiki tool conceived to draft legislation in a collaborative mode. People can submit specific comments or they can even suggest another wording to each part of the text. It is always under development.
- The Internet Civil Rights Bill, recently approved by the Chamber of Deputies, underwent this Wikilegis process. The bill is intended to guarantee the basic principles of free internet in Brazil. It was approved by the Congress and enacted as law in April, 2014 (two thousand fourteen). Legislators really considered citizens’ suggestions and inserted some of them in the final draft.
- Here is an example of contributions of four citizens that made it to the final text.
- In order to stimulate a well informed participation, it is crucial to release information to the public. Through open data and new tools we can provide information in many different and appealing ways to different people.
- Here I show you how different this new look can be. In this slide we have the website page about speeches. It shows more than 800.000 (eight hundred thousand) speeches, and you can search by many arguments: date/time, session number, deputy name.
- This is a new look. For example, the slide shows the information about deputy speeches expressed by bubbles which represent speech subjects made in the Brazilian Chamber. The bigger bubbles mean that that subject is more frequently used by deputies in their speeches, like economy, the most popular theme.
- Clicking on the biggest bubble shows who the most frequent speakers are. The larger the faces the more frequently they speak about the subject. So this is a simple, more enjoyable and more user-friendly manner to express the information about speeches. This was an application made in the hackathon, for example.
- In this slide we have the most viewed propositions in 2015 (two Thousand fifteen). The orange bubbles are about public safety, And the green ones about public administration.
- This is why we promote Hackathons. Not just to enhance the quantity and the quality of open data we provide, but also to instigate and to motivate new looks over these data, and therefore, over the parliament’s role. It is expected that this new look will be more intuitive, visual, understandable, creative, and user-friendly.
- To stimulate this collaborative work, the Chamber of Deputies hosted a “Hacker Marathon”, or Hackathon in 2013 (two thousand thirteen). About 50 (fifty) software developers, specialists and designers worked together to create 22 (twenty-two) applications for computers and mobile devices. The applications were voted on and the top three awarded prizes.
- We have just created a new application its called, INFOLEG The idea is to enhance the transparency of the Chamber to the society by the use of mobile devices,
- It is available in Apple Store and Google Play and so for we have had more than 20.000 (twenty thousand downloads
- Infoleg aims to present information about Deputies and monitor the House Floor and the Committee sessions.
- What is coming next? The Brazilian Chamber of Deputies has been working on a new prototype
- It is the application " Câmara Transparente“ It aims to provide services, related to transparency, which are already available on our website. Deputies and citizens will be able to access information about: Legislative activities, surpervision and control and representativeness For instance, In the Legislative activities menu, everyone will be able to access the propositions by type, theme and author. Soon, we will able to access other subjects such as: Parliamentary quotas, Human resources, Budget
- These are some of the initiatives that we are creating In order to offer the Brazilian citizens the opportunity to participate in the legislative process. We are open to share our experiences and to learn about your experiences as well.
