Azerbaijan separatist region aims to end solitude
Most of the world is off-limits to Arshak
Aghakaryan, a 14-year-old boy in the
Azerbaijani separatist region of Nagorno-
Karabakh. The rows of gleaming computers at
an after-school training center feed his hopes
that he has a place in it.
The privately funded TUMO Center for
Creative Technologies, which teaches subjects
such as robotics and 3-D modeling, epitomizes
the aspirations in the region to emerge from
the isolation that has cloaked it for more than
two decades. Nagorno-Karabakh has been
under the control of ethnic Armenian forces
backed by Armenia since the end of a 1994
war.
Armenia’s new government has raised hopes
here that a breakthrough could come, or at
least bring more investment.

“His statements so far are more those of a member of the Armenian public than of a
diplomat,” said Thomas de Waal, an analyst at the Carnegie Endowment for
International Peace. “This is a challenge to Azerbaijan. Suddenly, the clock is being reset
and nothing is clear.”
Nagorno-Karabakh has reported solid gross domestic product growth over the past
decade. Once heavily reliant on imported electricity, Nagorno-Karabakh now has a self-
sufficient grid.
It also has an international airport, built in 2011, but the one thing missing are the
planes. Azerbaijan has warned it can’t guarantee the safety of flights to Nagorno-
Karabakh. So, neatly stacked luggage trolleys, check-in desks and an air traffic control
tower remain unused.
But the region has “learned to coexist with the conflict,” the separatists’ foreign affairs
minister Masis Mayilian said. “We have created the institutions both to maintain our
existence and for our development.”

Nagorno-Karabakh’s 150,000 people don’t
hold Azerbaijan passports and can travel
only to Armenia, unless they apply for
Armenian passports. The mountainous
region’s self-declared sovereignty isn’t
recognized by any country. With trade,
travel and educational opportunities
limited, the region’s youth are in danger of
falling behind.
TUMO’s goal is to “level up an entire
generation,” said Korioun Khatchadourian,
who moved from France to direct the
Stepanakert branch of the Yerevan,
Armenia-based center. “They will need to
be multi-skilled, and techie and artsy, so
that they can compete on the marketplace
tomorrow.”

It’s working for Aghakaryan, who wants to become a video game developer, and like
many adolescents is impatient with traditional schooling but appreciates hands-on
experience.
“If you get bad marks it’s disappointing and you aren’t going to learn with love,” he
says.
The non-profit TUMO was founded by an American tech executive of Armenian
descent. Such contributions from the Armenian diaspora are vital. But widespread
corruption allegations in Armenia have discouraged investment, said Arayik
Harutyunyan, the minister of state in the separatist government.

But Harutyunyan and others hope that
will change now that Nikol Pashinian is
Armenia’s prime minister. Pashinian rose
to power this month on a wave of mass
protests that focused on corruption.
Noubar Afeyan, an American
entrepreneur and prominent diaspora
figure, said he hoped the government
change would encourage Armenians
abroad to “finally engage in the
sustained development of Armenia” and
Nagorno-Karabakh.
Yet there is also concern that Pashinian
could aggravate already-volatile
conditions, where Azerbaijani and
Armenian forces face off on either side
of a demilitarized zone and full-scale
fighting sometimes breaks out.

Once in the open, the beast and
its rider gingerly step over fallen
trees and navigate creeks of
melted snow, seemingly oblivious
to a late winter chill.
Chuluu has lived all his life in the
centuries-old tradition of his
Dukha ancestors, renowned for
their reindeer-herding and hunter-
gathering skills in the forests of
the rugged Sayan Mountains
straddling the Russian border.

Reindeer outdo horses in this
steep and snowy terrain and
have allowed the Dukha to
evade many of the upheavals
that have historically afflicted
people in the lowlands, from
Genghis Khan to Communism.
Chuluu's people, around 280 of
them, are spread out across 59
households, about a day's ride
from the village of
Tsagaannuur.

"It's our will to maintain the
tradition of herding the reindeer
in the same way as our
ancestors did," Chuluu told
Reuters in April.
In 2012, Mongolia's government
designated the majority of the
Dukha's traditional herding
grounds as part of a national
park in an attempt to protect an
eco-system ravaged in the
preceding couple of decades.

Ethnic Dukha Jargal Gombosed talks with her daughter and granddaughter in their tent. "In my day, everything, like rice and flour, were really rare. But
now, as long as you have money, you can get anything, any clothes," Gombosed said. "Things were different in the past," she said. "When I was young we
didn't have any such thing as a phone so you would only hear news when you went down to the village centre. But now people have phones and also TVs."
During that period, a Soviet-era
quota system for hunting, which
had provided a living for people
like the Dukha and maintained
wildlife numbers, broke down.
The Dukha and other locals
began to aggressively hunt
animals like moose and red deer
for the Chinese market, seriously
depleting their numbers.

Davaajargal Taivan's family decided to use government's monthly handout to rent a house in
the village so that her mother can be with her and her brother while they attend school.
Now, the government pays the
herders a monthly handout to
compensate for the hunting ban,
but many Dukha feel they have
lost half of their identity.
The hunting tradition has always
defined a man in the Taiga, said

move to whichever area we like
in this land, which has been
handed down to us from our
ancestors," said Naran-Erdene
Bayar, 26.
The head ranger of the
National Park, Tumursukh Jal,
grew up in the area and knows
the Dukha’s history well. He
insisted they must follow the
law.

Meanwhile, on the Taiga, herders
release hundreds of reindeer from
a pen to graze.
After lifting the beams of the hold,
the herd pours into the clearing
and the animals, snouts nuzzling
the snow-covered ground in search
of moss, disappear from view as
the evening light fades.

The cafe began to fill up more than two hours
before kickoff. By the time the match began, some
200 men and boys — some as young as five —
huddled around two large TV screens at a cafe
Mohamed Salah frequents when he’s back visiting
his village deep in Egypt’s Nile Delta.
Salah didn’t score, but almost everyone at the cafe
let out a joyous scream and clapped enthusiastically
at the final whistle: Liverpool, the English club for
which Salah has scored more than 40 goals since he
joined this season, has reached the final of the
Champions League for the first time since 2007. On
the night, Liverpool lost 4-2 to Roma, but advanced
7-6 on aggregate to set up a clash with Real Madrid
in the May 26 final in Kiev.
“We are victorious, we are victorious,” screamed a
boy at the end of a game that induced everyone in
the cafe to carry a deeply anxious look as Roma kept
on chipping away at Liverpool’s first leg lead. “Come
on Salah!” and “run, Salah!” they implored the 25-
year-old every time he had the ball.

The scene at the cafe in Salah’s village of Nagrig has
been duplicated across this country of 100 million
ever since the winger rose to global stardom after
joining Liverpool from Roma last summer and
almost single handedly led Egypt to qualify for this
summer’s World Cup in Russia, the country’s first
appearance in the tournament since 1990.
There is perhaps no place in Egypt that shows more
passion for the English Premier League and the
Champions League than Nagrig, a typical Nile delta
village where water buffalos, cows and donkeys
share dirt roads with cars, motorbikes and horse-
drawn carts. Many of the village’s teenagers play
barefooted and the pitch in the youth center where
Salah is known to have played the game as a young
boy is strewn with litter and accessible through a
collapsed part of its outer wall.
“Five or six years ago, only a few people in the
village were interested in European football,” said
Shady Dawoud, a 30-year-old man from Nagrig and
a distant Salah relative. Speaking as he watched the
May 2 Roma-Liverpool match, he said: “Now, almost
the entire village, old and young alike, know about
Liverpool and Roma as well as the schedule for
Salah’s matches.”
“So much has changed here because of Salah, may
God protect him.”

The adulation is on clear display. A large
number of children and teenagers wear
Salah jerseys, his image is on a wall mural at
the village’s sports and youth center and
residents are deeply appreciative of their
hero and protective of his name.
Salah, residents boast with pride, has
poured millions of pounds into the village,
with the beneficiaries’ list including a school,
a mosque, the youth center, a dialysis
machine at a nearby hospital and financial
aid to poor families. His success as a
footballer in Europe’s most attractive league
has inspired many parents in Nagrig, as
elsewhere in Egypt, to send their children to
football academies in the hope that maybe
one day they can emulate his success.
“He has done so much for the village. Some
things that people know about, and many
things that people just don’t know anything
about,” said Ibrahim Ramadan, who owns
an eatery at Nagrig. “Honestly, his family
has not changed one bit since Salah became
a star. They are still humble.”

But Salah’s impact in Egypt goes way beyond the money he has poured into his village or the 5
million Egyptian pounds (nearly $285,000) he donated to a development fund set up by Egypt’s
leader, Abdel-Fattah el-Sissi.
This year, his image is on lanterns which are traditionally given to children or used as an
ornament during the holy Muslim month of Ramadan, which has just begun. Traders have given
his name to a kind of date, which many Muslims eat to break their dawn-to-dusk fast during
Ramadan. His appearance in a short film supporting a government anti-drugs campaign has sent
through the roof the number of calls addicts made to help lines. In downtown Cairo, a cafe with
a giant wall mural of him has become a major attraction, and the definitive image of the
adulation he enjoys.
But more importantly, many Egyptians and commentators believe Salah — the second of three
children born to a government employee — is giving his compatriots hope and joy at a time
when the majority is struggling to make ends meet amid acute economic hardships caused by an
ambitious economic reform program to revive the battered economy.

“Salah is no longer just a talented and
skilled football player. He is a symbol of
efficiency, thoroughness, respect, learning,
morals and moderate religion,” wrote Imad
Hussein, editor of the independent Al-
Shorouk daily. “He presents a glowing
picture of Egyptians, Arabs and Muslims.
It’s an image that most of us are incapable
of offering.”
Anecdotally, many Egyptians believe that
some of the 1.76 million spoilt ballots in
presidential elections held in March were
invalidated because voters scribbled
Salah’s name as their choice. The unusually
large number of invalid ballots was more
than twice the votes that went to el-Sissi’s
challenger, a little-known politician who
supports the president, and are widely
believed to have been spoilt as a form of
protest against the government. El-Sissi
won the election with 97 percent of the
votes.

Last month, Egyptians rallied behind Salah in a commercial dispute with
Egypt’s soccer association over the use of his image, declaring their
support for the player on social media networks and seizing the chance
to air criticism of the association and the government.
“The goals he scores ease the burden of living under these tough
economic conditions,” said Maher Said, a 50-year-old security guard in
Cairo. “Watching him play helps me get over tough days.”
Another Egyptian, 30-year-old engineer Shereef Suliman, said: “Salah
has virtually become the only thing that gives people hope and pride
that they are Egyptians.”

The rows of gleaming computers at an after-school training center feed his hopes that he has a place in it. The privately funded TUMO Center for Creative Technologies, which teaches subjects such as robotics and 3-D modeling, epitomizes the aspirations in the region to emerge from the isolation that has cloaked it for more than two decades. Nagorno-Karabakh has been under the control of ethnic Armenian forces backed by Armenia since the end of a 1994 war. Suddenly, the clock is being reset and nothing is clear.” Nagorno-Karabakh has reported solid gross domestic product growth over the past decade. Once heavily reliant on imported electricity, Nagorno-Karabakh now has a self- sufficient grid. It also has an international airport, built in 2011, but the one thing missing are the planes. Azerbaijan has warned it can’t guarantee the safety of flights to Nagorno- Karabakh. So, neatly stacked luggage trolleys, check-in desks and an air traffic control tower remain unused. By the time the match began, some 200 men and boys — some as young as five — huddled around two large TV screens at a cafe Mohamed Salah frequents when he’s back visiting his village deep in Egypt’s Nile Delta. The scene at the cafe in Salah’s village of Nagrig has been duplicated across this country of 100 million ever since the winger rose to global stardom after joining Liverpool from Roma last summer and almost single handedly led Egypt to qualify for this summer’s World Cup in Russia, the country’s first appearance in the tournament since 1990. There is perhaps no place in Egypt that shows more passion for the English Premier League and the Champions League than Nagrig, a typical Nile delta village where water buffalos, cows and donkeys share dirt roads with cars, motorbikes and horse- drawn carts. Many of the village’s teenagers play barefooted and the pitch in the youth center where Salah is known to have played the game as a young boy is strewn with litter and accessible through a collapsed part of its outer wall. “Five or six years ago, only a few people in the village were interested in European football,” said Shady Dawoud, a 30-year-old man from Nagrig and a distant Salah relative. Traders have given his name to a kind of date, which many Muslims eat to break their dawn-to-dusk fast during Ramadan. In downtown Cairo, a cafe with a giant wall mural of him has become a major attraction, and the definitive image of the adulation he enjoys.
