• An open access peer-reviewed publishing platform (Not a repository)
• Post-publication open peer-review model: First you publish, then review takes place
• Articles and reviews open access under CC BY licenses
• Optional service for our beneficiaries at no cost to them during and after end of their projects
• Rapid and transparent service.
Why Open Research Europe?
• Support our open access policy and beneficiary capacity to comply
• Leading by example in operationalising open science principles within scientific publishing
and enabling the European Research Area
• Contribute to transparency and cost-effectiveness and explore sustainable open access
publishing business models
• public tendering procedures won by publisher F1000; 5.8 million euros until March 2024; 1.4 million for licensing
of infrastructure and services and remaining for articles at a set price of 780 euros each for 5600 publications;
• pay as you go=we only pay for what is published; there could be money left

3. ORE ensures OA under Horizon Europe

Deposition at the time of publication in a trusted
repository and immediate open access through
repository
- Immediate publication of articles in open access
- Peer-reviewed publications deposited in Zenodo
Authors must retain sufficient IPR (to comply with OA
requirements) and ensure open access under open
licenses, CC-BY or equivalent
CC BY and authors retain their rights
Eligibility of OA publishing costs on the EC funds No cost to the project! (more funds for research)
Metadata of the publication open under CC0 or
equivalent
Metadata under CC0 –publications automatically
available in the reporting system of the EC through
OpenAIRE
Support FAIR data and digital objects - Articles assigned with a DOI, authors have
ORCIDs
- Article submission requires Persistent Identifiers
for the research data (DOIs)

Revisions are made through new versions of the article that are linked together (versions are
limitless)
Authors need to achieve a certain ‘threshold’ of reviewer status to be ‘pass peer review’ and
be indexed:

Indexing and discoverability is fundamental to ORE’s growth in next couple of years
• Included in OpenAlex
• Approved by NSD – Norwegian list of approved journals
• Included in Sherpa Romeo - JISC
• Inspec contract signed and announcement pending
• Included in Europe PMC
• Included in DOAJ
 Will be applying to Scopus
 Will NOT be getting a Journal Impact Factor-moving away from journal/platform to article-level
metrics

11. • ORE as a trusted publishing service for the decades to come
• ORE could expand beyond Horizon Europe to serve researchers with
national funding from MS as of 2026 (currently discussing with MS)
• In the long term ORE could be maintained collectively by European
funders and institutions for all researchers and with no author-facing fees
(diamond model)
• ORE embedded in the ERA and the service visible/accessible through
EOSC
• In the long term ORE becomes technologically autonomous
