* Inherits all previous debt – constantly fights w P over $
* P and its power over finance kept England from absolutism
* He dies and his son, Charles I takes throne

3. Charles I
* Needs $ - England is at war with Spain and France
* P refuses and he disbands them
* He is forced to call them back
* P forces him to sign the Petition of Right
1. Can’t imprison anyone w/o due cause
2. Can’t impose new taxes w/o P agreement
3. Can’t house soldiers in private homes
4. Can’t impose martial law in peace time

4. English Civil War
* Charles wants all of England to follow one religion
* Scotland rebels and is ready to invade England
* Charles now needs a army and…$
* Now P has the upper hand
* P again limits Charles power
* He tries to arrest members of P
* Mobs are calling for his head
* He flees to north England and raises a loyal army

5. English Civil War
* Loyal to Charles – Royalist or Cavaliers
* Loyal to England or P – Puritans
* P “wins” war - Charles is brought to trial
* He is found guilty and put to death
* Never before has a king been tried and executed!!

6. The Glorious Revolution
* James II is now king – he flaunts his Catholic background
* Mary (his daughter) is Protestant
* She is “invited” by P to overthrow James
* James flees to France thus “The Glorious Revolution”

7. Constitutional Monarchy
* Monarchy and P must work together
* Laws will limit monarchs power
* English Bill of Rights
1.No suspending of P laws
2.No levy taxes w/o P permission
3.No restricting freedom of speech in P
4.No penalty for citizen who has grievance against king
