– IDs moving to the 840 system only – good in principle;
challenging in reality due to “current system is working fine”
mindset
– Moving away from paper CVIs – some states can’t accommodate
– CVIs and veterinary accreditation
– Federal accreditation has very few tools to enforce against or
reprimand bad practices
– Difficult for animal-receiving state to effectively take
enforcement action against out-of-state veterinarians
– Lack of ID recording/record maintenance at slaughter
