the government to uphold its mission to support
sustainable agriculture ,food security ,poverty
alleviation, environmental stability , biodiversity
conservation, climate change mitigation and
adaption.
Nursery can be a big opportunity for the developing
countries.
The market for nursery continues to grow due to
different program that our government is conducting,
like the High Value Crop Development Program
(HVCDP)of the Department of Agriculture, Greening
program/re-forestation of DENR and under coconut
planting of PCA.
Nursery can be a valuable method used to fight
poverty and starvation because it can be a source of
income to small farmers.

application planted with National Seed
Industry Council (NSIC) approved and
registered varieties/cultivars of fruit,
plantation and root crops.
• The minimum number of mother trees must
be at least 20 pieces per varieties/strains of
the crop applied following the
recommended planting distance.
• The maximum distance of the scion grove,
etc. from the nursery should be five (5)
kilometer radius for accessibility.
• All propagules to be used in sexual (coffee
and cacao) / asexual propagation must be
obtained from tagged trees by Plant
Material Certification of the established
foundation/scion grove/budwood and seed
garden

• The Nursery operator must observe nursery sanitation
and other practices, e.g. rearing the seedlings on raised
beds to prevent contamination by root rots caused by
fungi particularly Phytopthora spp in citrus.

1. Bureau of Plant Industry (BPI) through the Crop
Research and Production Support Division shall be
responsible for the accreditation of nursery
operators and its nurseries.

BPI shall designate the
Regional Plant
Nursery Evaluators
upon the
recommendation of
DA-RFO in the
evaluation of
applicants in the
regions for
accreditation of
nurseries.
56. 3. The Department of Agriculture thru the BPI shall
designate post accreditation monitoring team
composed of staff from Crop Research and
Production Support Division, NSQCS and DA-
RFO’s who shall conduct regular inspection
within the period of accreditation;
57. • BPI must indicate/specify in the certificate
of accreditation the species/varieties/strain
of fruits, plantation and root crops.
• Accredited nurseries will be given priority
in the procurement activities in the
Department of Agriculture (DA) and
Department of Environment and Natural
Resources (DENR).
• Winning Bidders (Plant Nursery Operators)
in the procurement activities of the
Department of Agriculture (DA) and
Department of Environment and Natural
Resources (DENR) must secure additional
planting materials from Accredited Plant
Nurseries of BPI.
• Certificate of accreditation is valid for three
(3) years.
• Must submit quarterly stock inventory
report of available planting materials to
designated regional plant nursery
